Major duties and responsibilities are summarized below.

Incumbent is responsible for interpreting, implementing, administering, and coordinating all policies and regulations of the Nonappropriated Fund (NAF) Accounting Office for Morale Welfare and Recreation (MWR), Child/Youth Programs (CYP), Fleet and Family Services Programs (FFSP), and related NAF financial operation resources (NAF, appropriated funds (APF), and uniformed funding management (UFM)) throughout CJRM, Naval Base Guam (NBG), Andersen Air Force Base (AAFB) Guam, and Marine Corps Base Camp Blaz (MCBCB). Assigns, directs, supervises, and reviews the day to day operations of the NAF Accounting Office functions and objectives through subordinate personnel. Supports CNIC's Equal Employment Opportunity (EEO) policy; fosters a work environment free of discrimination, harassment, and/or reprisal; ensures all subordinate staff understands and adhere to the policy; and ensures treatment of all staff is fair and equitable. Assures equality in determining selection, assignment, training, promotion, discipline and awards to employees. Plans, directs, and coordinates the full range of accounting services which may include, but not limited to accounting, budgeting, auditing, financial management, property management, and payroll. Oversees daily financial transactions and postings in SAP requiring financial services in the following accounting disciplines: accounts receivable, accounts payable, UFM, resale inventory, travel, fixed asset inventory control including minor property, receipt control utilizing daily activity reports (DARS) on revenues, daily financial summaries, general journal entries, preliminary profits and losses, reviews Unit Allocation Funds (UAF) and reconciliation of appropriate subsidiary ledgers on a monthly and annual basis. Tracks concerns, issues, or complaints from the sites and/or installations; ascertains validity and takes appropriate and timely action to correct where justified. Provides guidance and assistance on financial matters to site and/or installation personnel. Conducts audits to review effectiveness of controls in operational areas. Works closely with individuals responsible for audit and oversight. Prepares and performs presentations and briefings.

Experience in work which provides comprehensive knowledge of double-entry accrual accounting methods, procedures and techniques used in maintaining and analyzing all classes of accounts in the accounting system and encompassing a number of diversified activities. Knowledge and understanding of the regulations, guidance and procedures sufficient to interpret and apply them in a variety of accounting situations. Knowledge of procedures used to enter, modify, retrieve and delete information in an automated general ledger system and the ability to analyze the interrelationship of accounts that are affected by various transactions. Knowledge of budgeting and financial management. Skill in applying extensive and diverse accounting regulations, operations, and procedures governing a wide variety of types of related transactions to resolve nonstandard transactions, complaints, or discrepancies, provide advice, or perform other work that requires authoritative procedural knowledge. Skill in the use of Microsoft Office Programs (e.g., Word, Excel, Power Point, Outlook). Ability to supervise and direct the work of other employees, monitor performance, and assure adequate internal control procedures are developed and operative. Ability to motivate, train, and work effectively with subordinates. Ability to prepare financial statements and reports. Ability to communicate effectively both orally and in writing and be able to make presentations to effectively represent the organization on NAF accounting programs, procedures, requirements and objectives, and/or the status of current initiatives and/or projects.
