The primary purpose of this position is to program, manage, schedule and direct the operations, maintenance and repair, rehabilitation, and improvements for Facilities Management, Crow Service Unit, Billings Area Office Indian Health Services. Facilities will include the Crow/Northern Cheyenne Hospital, Pryor and Lodge Grass Clinics, and government quarters located at Crow Agency and Lodge Grass, MT

  • Plan and schedule ongoing production-oriented work on a quarterly and annual basis or direct assignments of similar duration; adjust staffing levels or work procedures; justify the purchase of new equipment; improve work methods and procedures; oversee the development of technical data, estimates, statistics, suggestions; decide methodologies used in achieving work goals and objectives.
  • Analyze benefits and costs of accomplishing work in-house versus contracting; recommend whether to contract. Provide technical requirements and descriptions of the work to be accomplished. Plan and establish the work schedules, deadlines, and standards for acceptable work, coordinate and integrate contractor work schedules and processes with work of subordinates or others. Track progress and qualify of performance; arrange for subordinates to conduct any require inspections.
  • Decide on acceptability, rejection or correction of work products or services and similar matters which may affect payment to a contractor. Plan work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work. Assign work to subordinates based on priorities, selective consideration of difficulty and requirements of assignments, and the capabilities of employees. Evaluate work performance of subordinates.
  • Oversee the Computerized Maintenance Management Software (CMMS) program for the service unit. Received, investigates and verifies installation maintenance requests to determine propriety and approves all requests for maintenance and repair.
  • Develops, provides guidance, and manages real property operations in service unit department facilities. Oversees the development of maintenance methods, standards and techniques. Develops and implements and oversees the management of preventative maintenance programs to ensure life expectancy of operational facilities.

Background Investigation Requirement:
This position requires the successful completion of a federal background investigation as a condition of employment.
A background investigation is a standard process used by the Federal Government to verify an individual's identity, employment history, education, and other relevant information to determine suitability for Federal service.
Upon receipt of instructions, applicants must complete all required background investigation forms within five (5) calendar days of issuance. Timely completion is critical to avoid delays in processing or a determination of unsuitability.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.


BASIC REQUIREMENT(S):

In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.

MINIMUM QUALIFICATIONS:
Education
Undergraduate and Graduate Education: Major study -- engineering, industrial arts, property management, or business administration.

Minimum Qualifications - GS-13:
General Experience: Experience that provided a knowledge of the practices and procedures related to property management, maintenance, materials requirements, and building operation and repair. This experience may have been gained in work such as budget or report preparation, maintenance of property and financial records, or trades or crafts work requiring technical knowledge or judgment.

Your resume must demonstrate at least one (1) year of Specialized Experience equivalent to at least the GS-12 grade level in the Federal service obtained in either the private or public sector. Examples:

  • performing the following type of work and/or tasks: Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs.
  • Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans.
  • Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project.

Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).

Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. IHS may offer newly-appointed Federal employees credit for their directly related previous non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave.

This position is ineligible for the Bargaining Unit.
