Help
  • Serves as a Senior Subject Matter Expert (SME) collaborating with Department stakeholders to ensure short-term and long-term strategic goals for IT software sourcing.
  • Serves as a Contracting Officer’s Representative (COR) as required for assigned major contract(s) to potentially include any future agreements.
  • Carries out COR responsibilities as documented in the FAR and Department supplements.
  • Manages the Software Asset Management (SAM) program; SAM manages software that is identified and housed in the Configuration Management Database (CMDB).
  • Serves as a senior DT Project Manager.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement.

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants applying for the GS-14 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below:

  1. Attention to Detail - Knowledge of the principles, methods, and tools used to design systems that perform human intelligence functions.
  2. Customer Service - Anticipates and meets the needs of both internal and external customers. Delivers high-quality products and services; is committed to continuous improvement.
  3. Oral Communication - Makes clear and convincing oral presentations. Listens effectively; clarifies information as needed.
  4. Problem Solving - Identifies and analyzes problems; weighs relevance and accuracy of information; generates and evaluates alternative solutions; makes recommendations.

AND Have at least 1 full year of specialized experience equivalent to the GS-13 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

  • Experience providing leadership technical advice, guidance, and recommendations to management and other technical specialists on agreements, purchasing/acquisitions, and other critical IT issues. 
  • Experience with the Project Management Book of Knowledge (PMBOK), IT Strategic Planning and Office of Management and Budget (OMB) policies, and regulations. 
  • Experience working with peers and leadership to identify and codify requirements

NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. There is no substitute of education for specialized experience for the GS-14 position.

You will be evaluated for this job based on how well you meet the qualifications above.
