Duties

Help

  1. Acts as liaison between the Maintenance and Operations Group Commanders, Contracting Officer, and the contractor for maintenance scheduling.
  2. Manages the quality assurance program and overall surveillance of the contractor's work performance for maintenance scheduling and analysis, fixed and rotary wing aircraft maintenance.
  3. Serves as a contract technical advisor for aircraft maintenance scheduling and analysis.
  4. Resolves discrepancies, differences of opinion, clarifies requirements, solves problems, and Initiates changes.
  5. Performs all administrative duties relating to the contract.

  • The work requires the employee to drive a motor vehicle. An appropriate, valid driver's license is required for the position.

  • This is a KEY position. Incumbent must be removed from his or her military recall status if alternatives for filling the position during an emergency are not available.
  • Must be able to obtain and maintain a Top-Secret security clearance.

Qualifications

Conditions of Employment Continued:

  • This position is normally assigned to an 8 hour work shift rotation supporting a 24 hour seven days per week work schedule recall to duty is a regular requirement of the position. As required, work hours may involve uncommon or flexible hours including night, weekends and holidays.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Quality Assurance Series 1910.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes experience that demonstrated a practical knowledge in monitoring, controlling, or maintaining the quality of products or services in quality assurance, procurement, inspection, production, or related areas. Experience that demonstrated a practical knowledge in monitoring, controlling, or maintaining the quality of products or services in quality assurance, procurement, inspection, production, or related areas. Examples include reviewing production activities and capabilities in light of contract quality requirements. Reviewing written quality or inspection procedures for adequacy and evaluating the implementation and effectiveness of quality/inspection systems, including sampling plans. Analyzing quality data to detect unsatisfactory trends or weaknesses in the quality/inspection system. Verifying by test or inspection, using sampling inspection or intensive product inspection techniques, that products comply with requirements prior to acceptance. Identifying inadequacies and requesting corrective action. Computing data, summarizing results, and preparing reports or charts depicting pertinent relationships using statistical methods. Investigating customer complaints and deficiency reports and providing identification of causes to appropriate authorities. Reading, interpreting, and applying technical data such as blueprints, engineering drawings, product specifications, or technical manuals.Reviewing and evaluating supply systems operations and procedures through periodic audits and surveillance inspections. Comprehensive and thorough knowledge of the mission, PWS, ASP, and A ward Tenn Plan. Knowledge and skill to analyze and evaluate procedures and documentation for a quality assurance program as relating to the contractor's performance of the PWS, ASP for aircraft maintenance scheduling and analysis and fixed & rotary wing aircraft systems. Knowledge of scheduling aircraft experience to include flight-line procedures. Extensive knowledge of aircraft scheduling and analysis requirements, Core Automated Maintenance Systems (CAMS), (AF! 21-101, AF! 21-103, AMC! 21-101, AMCPAM 21-102, TO 005-15, TO 00-20-1 through TO 00-20-9, TO 00-25-4, TO 00-25-254-1, 89 AW 11-40 I Reliability Maintainability Information System ... REMIS).

EDUCATION:
Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major study in quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position. A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100% NOTE: You must submit a copy of transcripts.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  1. Knowledge of a variety of surveillance methods and techniques to inspect work of the contractor for adherence to the contract regarding aircraft maintenance scheduling and analysis operations and fixed wing and rotary aircraft maintenance systems.
  2. Knowledge of conventional fact-finding or investigating techniques and skill in developing, reviewing, analyzing and evaluating facts relative to unsatisfactory conditions or trends and in preparing documented reports of findings.
  3. Ability to communicate effectively both orally and in writing.
  4. Ability to interpret higher headquarters policy for aircraft maintenance scheduling procedures, techniques, and regulations.
  5. Skill in using various computer software database, spreadsheet, word processing, and network programs such as Internet, Word, Excel, and PowerPoint.
  6. Ability to collect, analyze, and interpret data to measure success/failure of contractor performance in meeting contractual obligations through the effective and efficient use of audits and investigations.


PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

You will receive credit for all qualifying experience, including volunteer experience.
