This position is located within the Data Collection and Analysis Unit, in the State Monitoring and Program Improvement Division (SMPID), Rehabilitation Services Administration (RSA). RSA is responsible for the collection, analysis, and reporting of data submitted by five formula grant programs, including the State Vocational Rehabilitation (VR) Services program, established under the Rehabilitation Act of 1973, as amended (Rehabilitation Act).

As an Information Technology Specialist (Applications Software/Data Management, GS-2210-14, you will be responsible for:
•  Coordination of Cybersecurity compliance, risk management, safeguarding of data privacy, and the maintenance of operational readiness. 
•  Designing, developing, and maintaining an accessible web platform. 
•  Designing, developing, and maintaining databases by implementing database structure and developing reporting methodologies.

You may meet the minimum qualifications for the GS-14, if you possess the specialize experience.

Specialized Experience for the IT Specialist (Applicants Software/Data Management), GS-2210-14
One year of experience in either federal or non-federal service that is equivalent to at least a GS-13 performing two (2) out of three (3) of the following duties or work assignments:

  1. Experience as the individual primarily responsible for the operational security of a management information system for the protection of sensitive data.
  2. Experience with troubleshooting, incident resolution and web development using platforms such as Drupal, for administration and maintenance, web accessibility compliance, and configuration management.
  3. Experience translating complex business needs into actionable technical requirements and workable solutions.

Basic Experience Requirements Example:

Applicants may qualify by meeting or exceeding the minimum proficiency level established for each of the required competencies, in addition to meeting the specialized experience requirement as demonstrated through the assessment of skills.  You must possess IT-related experience (paid or unpaid experience and/or completion of specific, intensive training (e.g., IT certification), as appropriate) demonstrating each of the nine competencies listed below.

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2. Customer Service - Works with clients and customers (i.e., any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3. Knowledge, Skills, and Abilities (KSAs) 
The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). 1.    Knowledge of cybersecurity risk management, vulnerability tracking; remediation, and audit support.
2.    Skills in writing, debugging, and maintaining code.
3.    Ability to analyze and define data requirements and specifications; in designing, normalizing, developing, installing, and implementing databases.

Education

Education cannot be substituted for experience for this position and grade level.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

We use a multi-step process to review and evaluate applicants:

1. Eligibility and Minimum Qualifications

2. Rating and Ranking

If you are found to meet both the eligibility and minimum qualification requirements, we will assess the quality of your experience and the extent to which you possess the required KSAs by comparing your submitted resume and documents against your responses to the occupational questionnaire. Based on the outcome of this evaluation, you will be assigned a numerical score (out of 100 possible).
