Summary

The incumbent serves the Senior Loan Technician in the Loan Administration (LA) Value Stream (VS). Serves as a team leader and a source of technical expertise and guidance to Loan Technicians and Assistant Loan Technicians in the LA VS who are involved in monitoring mortgage companies and financial institutions that service loans guaranteed by the Department of Veterans Affairs (VA) pursuant to Title 38, United States Code and protecting the interests of the U.S. Government.

Specific Duties include:

  • Serves as a team leader and a source of technical expertise and guidance to Loan Technicians and Assistant Loan Technicians.
  • Provides guidance and training to staff; monitors quality, quantity, and timeliness of work; and assists with reviews and reports.
  • Communicates with a variety of individuals (veterans, real estate attorneys, banking industry professionals, etc.) to provide information on the Loan Guaranty program.
  • Uses knowledge & skill to apply techniques to obtain & evaluate a borrower's ability (or lack thereof) to reinstate a delinquent loan & to conclude whether a borrower can afford to repay the loan.
  • Instructs servicers/holders on VA requirements for servicing delinquent VA loans and procedures.
  • Reviews cases for approval and when appropriate, for payment.
  • Implements training and process design to improve the quality of work completed.

INDIVIDUAL OCCUPATION REQUIREMENT (IOR):This position does have an IOR (Individual Occupational Requirement) that must be met in addition to the basic Specialized Experience qualifications. In order to qualify for this position, you must have the education or experience listed below:

This position requires Undergraduate and Graduate Education: Major study -- finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology.
OR
Experience that demonstrated competence in agricultural, commercial, realty, or other types of loans. Experience may have been gained in such work as reviewing and passing upon applications for agricultural, commercial, bank or mortgage loans; servicing a loan portfolio of a bank or other loan association; performing financial analysis of commercial concerns for investment purposes; appraising real estate to determine property valuation; or similar work.

TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements (unless if in the commuting area and eligible for a non-competitive hiring authority such as Schedule A, VRA, or 30% or more disabled Veterans).

  • For a GS-12 position you must have served 52 weeks at the GS-11 level.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS-12 grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11.
If you are a current VBA employee requesting a reassignment or change to lower grade via this vacancy announcement, you must currently hold the GS-12 grade (or higher) and the promotion potential of your current position must be at least GS-12. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below:
GS-12 Grade Level:
  • Specialized Experience: For the GS-12 you must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization.
Specialized Experienceis defined as experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the Federal service. Specialized experience is defined as demonstrating a thorough knowledge and expertise in all phases of the loan guaranty program. Examples of specialized experience would typically include, but are not limited to:
  • Experience demonstrating a competence in agricultural, commercial, realty, or other types of loans.
  • Experience such as reviewing and passing along applications for agricultural, commercial, bank or mortgage loans.
  • Experience servicing a loan portfolio of a bank or other loan association.
  • Experience performing financial analysis of commercial concerns for investment purposes.
  • Experience appraising real estate to determine property valuation, or similar work.
  • There is no education substitution for this grade level.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
Physical Requirements: The work is mostly sedentary; however, there may be some walking, standing, and carrying of light items such as papers, books, folders, and files.
