The position is located at a network which is comprised of multiple Medical Centers and/or Health Care Systems with multiple Community Based Outpatient Clinics across two or more states. The network employs thousands of clinical, professional, administrative, technical, and support staff and serves tens of thousands of Veterans annually. Performs duties for all geographic areas served by the network as a member of a network Consolidated Classification Unit (CCU). The selectee can work from their current duty location.

Major duties include, but may not be limited to:

  • Supervision: Exercise independent judgement to administratively and technically direct and mentor the work of CCU subordinate direct reports. Sets and implements the CCU's team goals. Communicates performance and quality targets and ensures staff understand and are working to meet them. Shares data, measurements and updates specific to team accomplishments as well as information relevant to all VISN, VHA, and VA employees. Plans and assigns work. Reviews and accepts, amends or rejects work done by project teams and subordinate staff. Delegates tasks based on staff members' experience and competencies.
  • Classifying Position Descriptions and Classification Consistency: Reviews Position Descriptions (PDs) and classifies positions, explains findings through in- depth written evaluation statements, and signs Optional Form-08 for PDs, including one-of- a-kind, complex, rare, unusual and standardized PDs. Assesses information related to the classification request from the customer and/or Human Resource (HR) staff on positions that are general schedule, wage system, leaders, or supervisors. Makes fine distinctions in the proper crediting of factor levels and ultimate allocation of grade levels.
  • Consultation, Recommendations & Education: Participates in meetings (in-person, online, or over the phone) to interpret and correlate policy, procedures, and guidelines related to controversial or contentious actions and recommends solutions. Collaborates with customers and reconciles conflicting viewpoints to deliver high quality products and timely service. Modifies work methods and approaches when applying OPM, VA and VHA guidance (e.g., Advisories, Information Bulletins, Human Resources Management Letters, etc.) to provide advice on unique positions. Recommends changes in program requirements to ensure compliance. Reviews new or proposed HR policies, procedures, guidelines and the impact on organization practices and makes recommendations to management on the need for changes in existing network policies. Makes presentations and/or conducts training on CCU principles, policies and procedures to employees, teammates, and customers.
  • Performs other duties as required.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/16/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

The BASIC REQUIREMENT for the HR Specialist GS-0201 series is presumed met if found qualified at the GS-0201-7 level and above.

To qualify for this position at the GS-13 level, you must meet one of the following listed Criteria:


Criteria 1- Graduate Degree and Specialized Experience: Successful completion of a graduate level degree or higher and three years of progressive specialized experience equivalent to at least the GS-11 grade level. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes: Knowledge of classification concepts, principles and practices related to structuring organizations, positions and determining the appropriate pay system, occupational grouping, title and pay level of positions. OR;

Criteria 2- Specialized Experience: You must have at least one (1) year of specialized experience equivalent to the GS-12 grade level in federal service that demonstrates HR management knowledge, concepts and principles and the performance of work in one or more of the HR specialty areas. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes: Independently interpreting and applying a wide range of position classification and compensation laws, regulations, standards, or polices to group administrative or professional positions into standardized categories; provides technical training and advising managers on position management principals and best practices. Includes, developing narrative position descriptions; evaluating positions to determine occupational grouping, title, and pay level; conducting on-site observations or interviews to identify and document duties, tasks, and equipment necessary to conduct work activities; and assessing the impact of proposed changes to an organization to provide recommendations for alternative position structures.

Education

Qualifying education for the GS-0201 series includes courses and programs in HR, HR development, HR management, business, business management/administration, industrial relations, labor relations, industrial psychology, organizational psychology, organizational development, management, organizational behavior, pre-law/law, legal studies, health care management/administration, public administration, public policy, human services, leadership and/or humanities.
