  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • May be required to successfully complete a TWO (2) years period.
  • Continued employment in this position is contingent upon satisfactory completion of the mandatory training specifically identified for the position.
  • Loss of military membership will result in immediate loss of your full-time military technician position.
  • Must be able to obtain and maintain the Government Travel Credit Card (GTC) as a condition of employment.
  • Must possess and maintain a valid Puerto Rico State driver’s license to operate government motor vehicle in accordance with Service specific Vehicle Operations Directives.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays. Irregular and overtime hours may be required to support operational requirements or contingencies.
  • Federal employment suitability as determined by a background investigation. Must possess or be able to obtain and maintain the appropriate SECRET security clearance within ONE (1) year of appointment.
  • May be required the incumbent to travel by car, in military and/or commercial aircraft, and by other means of transportation as appropriate to perform temporary duty assignments.
  • May require the incumbent to drive a motor vehicle; if so, and an appropriate valid Puerto Rico State driver’s license is mandatory.
  • This position requires military membership in the Puerto Rico Army National Guard (PRARNG). Selectee will be required to wear the military uniform.
  • The incumbent of this position description must have, at a minimum, a completed National Agency Check NAC prior to position assignment.

Qualifications

AREA OF CONSIDERATION:
HRO MUST process and clear the Department of Defense (DoD), Priority Placement Program (PPP), prior to advertising all internal and external job vacancies and promotion announcements. Veteran's preferences will be considered for vacancies under merit promotion when an agency accepts applications from individuals outside its own workforce.

AREA 1 = All permanent Warrant Officers and Enlisted members employees (NG T32/NG T5) within Puerto Rico Army National Guard.
AREA 2 = All indefinite Warrant Officers and Enlisted members employees (NG T32/NG T5) within Puerto Rico Army National Guard.

First round consideration will be given to Area 1 Candidates. (All other Areas will be screened only in the event that there are no qualified or recommended Candidates).

To prevent a grade inversion, military rank allowed for this position will be determined at the final evaluation of the vacancy announcement considering the military rank of the supervisor.

DUTIES:
As a SUPPLY TECHNICIAN (D1600P01), GS-2005-7, you will serve as the Property Accountability Officer within the Admin Services Section of the User Support Branch. Maintains an accurate automated accounting and reporting system of accountable property equipment and components within the organization. Monitors and accounts for on-hand assets and recommends actions to improve logistical readiness within the organization. Participates in segments of management studies on the distribution of equipment assets and makes recommendations based on analysis. Monitors and participates in the redistribution of equipment by recommending transfer and turn-in of items as appropriate. Recommends lateral transfer of equipment between organizations.

PHYSICAL DEMANDS:
At this level is primarily sedentary and may only require some walking, standing, bending, carrying of light items and requires no special physical demands to perform the work.

WORKING ENVIRONMENT:
At this level the environment is indoors and is adequately heated, lighted, and ventilated; and is exposed to everyday risks or discomforts, and observes normal safety precautions.

QUALIFICATIONS:

GENERAL EXPERIENCE:
Experience, education, or training in a variety of operations or situations concerned with substance or content of supply actions, requiring ability to decide course of action to take, considering the circumstances or conditions encountered. Knowledge of basic or commonly applied rules, procedures, or operations such as, filling out, posting, filing, controlling, or coding documents and/or transactions. Experience using computer and automation systems.

SPECIALIZED EXPERIENCE:
Applicant must posses at least ONE (1) year of specialized experience at the next lower grade level GS-06 or, TWELVE (12) months of equivalent specialized experiences performing or supervising duties such as maintaining an accurate automated accounting and reporting system; monitoring and accounting for on-hand assets and recommends actions; participating in segments of management studies on the distribution of equipment assets and making recommendations based on analysis; monitoring and participating in the redistribution of equipment by recommending transfer and turn-in of items as appropriate; recommending lateral transfer of equipment; conducting accountable property reconciliation; instructing organization personnel on proper ordering and turn-in procedures; maintaining the logistical file to support accountable property reconciliation; preparing procedures and conducting annual inventories; participating in inventory processes, conducting investigations; determining causes of inventory discrepancies; resolve inventory problems within responsible area; recommending changes to regulations, standard operating procedures and local policies pertaining to the accountable property and related areas; processing all requests for equipment loan(s) to and from organizations and activities external to the immediate organization; ensuring production support for items requiring special handling; arranging service under warranty or maintenance contract; determining stock replenishment for supplies and other material within funding limitations; collecting and processing hazardous materials in accordance with applicable regulations and local standard operating procedures as needed.

Education

SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE:
Completion of TWO (2) academic years of education in an accredited college or university will satisfy the requirements (30 semester hours or 20 classroom hours of instruction per week) for THREE (3) months of specialized experience. Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to SIX (6) months of specialized experience. Courses must be directly related to the work of the position.

Copy of the Official/student transcripts showing conferred Degree must be included in order to receive credit for education. Unofficial transcripts from internet or with alterations will not be considered. To receive credit for education the information must be included in the education section of the Resume.
