Help

Psychologist Program Manager works closely with the local BHIP Primary Program Manager, and has direct line authority and is accountable for aspects of the clinical care and support services provided to Veteran in the BHIP program at a specific location.

  • Has very broad responsibility for clinical programs. These programs deliver specialized professional services that significantly impact the health care provided to a large number of veterans.
  • Has the responsibility to ensure that mental health services in the BHIP location complies with all OVAHCS policies, VA directives and accreditation requirements.
  • Has direct administrative and professional supervision of staff assigned to the BHIP location.
  • Has line and staff authority for resource allocations within the area of responsibility.
  • Ensures efficient and effective deployment of psychotherapists across clinical teams at the location.
  • Responsibilities include supervision of staff, professional management, and administrative responsibilities that are complex in scope and that constitute a significant portion of the health care system.
  • Decisions are made exercising wide latitude and independent judgment. Ability to organize work, set priorities, delegate tasks, and meets multiple deadlines.
  • Skill in managing and directing the work of others to accomplish program goals and objectives, and ability to devise ways to adapt work operations to new and changing programs, staffing, and budget requirements, etc.
  • Ability to translate management goals and objectives into well-coordinated and controlled work operations.
  • Ability to establish and monitor production and performance priorities and standards.
  • Knowledge of, and ability to appropriately utilize, evidence based practices and clinical practice guidelines and ability to guide staff in using these tools.
  • Ability to deal effectively with individuals or groups representing widely divergent backgrounds, interests, and points of view.
  • Ability to analyze organizational and operational problems and to develop and implement solutions that result in sound operation of the program.
  • Has broad responsibility for program accreditation and compliance.
  • Has full responsibility for the professional practice of psychologists and Masters-level therapists, including services conducted by trainees, and consultants.
  • Consults with and serves as a resource for other professional staff concerning the need for the development of mental health services.
  • Is responsible for timely completion of all program evaluations and documents required by the Health Care System, VISN, and VACO, ensuring compliance with appropriate accrediting bodies (such as JCAHO) and monitoring entities (such as NEPEC), as appropriate.
  • Serves on Health Care System, VISN, and/or National VA committees, workgroups or task forces.
  • Ability to organize work, set priorities, delegate tasks, and meet multiple deadlines.
  • Skill in managing and directing the work of others to accomplish program goals and objectives, and ability to devise ways to adapt work operations to new and changing programs, staffing, and budget requirements, etc.
  • Provides a full range of psycho-diagnostic services including assessment and using the most appropriate psychotherapeutic techniques in providing quality care.
  • Provides a full range of therapeutic interventions including: individual and group therapies for a full range of behavioral, adjustment and lifestyle problems.
  • The incumbent will function as a primary psychotherapist for assigned Veterans.
  • Provide psychological testing in the assessment of mental health problems/conditions.
  • Must possess knowledge and ability to independently implement Evidenced Based Treatment modalities, provide individual, group or family psychotherapy, supportive contact and psychosocial education for Veterans and families.
  • Must be experienced in making rapid assessments and developing crisis management plans for admission to mental health inpatient programs.
  • Providing formal and informal consultation services for other staff members of the Mental Health Service, and for medical center staff on a wide range of issues related to mental health disorders.

Qualifications

To qualify for this position, applicant must meet all requirements by the closing date of this announcement.

Basic Requirements:

United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.

English Language Proficiency: Psychologists must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, Chapter 3, section A, paragraph 3j.

Education (Documentation Submitted): (1) Have a doctoral degree in psychology from a graduate program in psychology accredited by the American Psychological Association (APA), the Psychological Clinical Science Accreditation System (PCSAS), or the Canadian Psychological Association (CPA) at the time the program was completed. OR (2) Have a doctoral degree in any area of psychology and, in addition, successfully complete a re-specialization program (including documentation of an approved internship completed as part of the re-specialization program) meeting both of the following conditions: (a) The re-specialization program must be completed in an APA or a CPA accredited doctoral program; and, (b) The specialty in which the applicant is retrained must be consistent with the assignment for which the applicant is to be employed. OR Have a doctoral degree awarded between 1951 and 1978 from a regionally-accredited institution, with a dissertation primarily psychological in nature. AND

Internship (Documentation Submitted) :
(a) Have successfully completed a professional psychology internship training program that was accredited by APA or CPA at the time the program was completed and that is consistent with the assignment for which the applicant is to be employed. OR
(b) New VHA psychology internship programs that are in the process of applying for APA accreditation are acceptable in fulfillment of the internship requirement, provided that such programs were sanctioned by the VHA Central Office Program Director for Psychology and the VHA Office of Academic Affiliations at the time that the individual was an intern; OR
(c) VHA facilities that offered full-time, one-year pre-doctoral internships prior to PL 96-151 (pre-1979) are considered to be acceptable in fulfillment of the internship requirement; OR
(d) Applicants who completed an internship that was not accredited by APA or CPA at the time the program was completed may be considered eligible for hire only if they are currently board certified by the American Board of Professional Psychology in a specialty area that is consistent with the assignment for which the applicant is to be employed. (NOTE: Once board certified, the employee is required to maintain board certification.) OR
(e) Applicants who have a doctoral degree awarded between 1951 and 1978 from a regionally accredited institution with a dissertation primarily psychological in nature may fulfill this internship requirement by having the equivalent of a one-year supervised internship experience in a site specifically acceptable to the candidate's doctoral program.

If the internship experience is not noted on the applicant's official transcript, the applicant must provide a statement from the doctoral program verifying that the equivalent of a one-year supervised internship experience was completed in a site acceptable to the doctoral program.

Licensure-(Documentation Submitted): Hold a full, current, and unrestricted license to practice psychology at the doctoral level in a State, Territory, or Commonwealth of the United States, or the District of Columbia. (Exception: Non-licensed applicants who otherwise meet the eligibility requirements may be given temporary appointment as a graduate psychologist at the GS-11 or GS-12 grade under the authority of 38 USC 7405 for a period not to exceed two years of the date of employment on the condition that such a psychologist provide care only under the supervision of a psychologist who is licensed. Failure to obtain licensure during that period is justification for termination of the temporary appointment.)

May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

All persons employed in VHA as a psychologist on the effective date of this qualification standard are considered to have met all qualification requirements for the title, series and grade held, including positive education (i.e., degree and internship requirements) and licensure/certification that are part of the basic requirements of the occupation.

  • Employees grandfathered under this provision for this revision may be reassigned, promoted up to and including the full performance journey) level, or changed to lower grade within the occupation, but may not be promoted beyond the journey level or placed in supervisory or managerial positions or beyond the assignment currently held for those being grandfathered to assignments above FPL.
  • Psychologists who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed on a temporary or permanent basis until they fully meet the basic requirements of the standard.
  • Psychologists initially grandfathered into this occupation who subsequently obtain additional education and/or licensure that meet all of the basic requirements of this qualification standard must maintain the required credentials as a condition of employment in the occupation.
  • NOTE: If psychologists who are grandfathered under this provision leave the occupation, the employee loses protected status and must meet the full VA qualification standard requirements in effect at the time of reentry to the occupation.
Grade Determinations-(SF-50 Submitted): Psychology Program Manager, GS-14
  • Experience: At least three years of experience as a professional psychologist, with at least one year equivalent to the GS-13 grade level.
Preferred Experience: Those candidates who have experience with program management working with Veterans with serious mental illness within community settings, are highly preferred.

Physical Requirements: The work requires patience and emotional regulation. The work may also require assisting physically disabled Veterans. Day-to-day work involves sitting, walking, standing and carrying light objects.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
