Summary

This position is part of the Organization of the Joint Chiefs of Staff. The incumbent serves as the senior Designated Foreign Disclosure Authority for the Joint Staff who maintains oversight and issuance of delegated authority to Joint Staff and combatant command foreign disclosure officers. Is responsible to the Joint Staff for all matters concerning foreign disclosure and the security aspects of all international bilateral and multilateral cooperative programs.

Duties

As a INFORMATION SECURITY SPECIALIST (INTERNATIONAL SECURITY AFFAIRS-DISCLOSURE) at the GS-0080-15 some of your typical work assignments may include:

  • Serves as the Joint Staff subject matter expert (SME) with responsibility for oversight and policy development for Foreign Disclosure and is responsible for developing, coordinating, monitoring, and evaluating the status of the Component programs at all Joint Staff locations.
  • Serves as the Program Manager and technical authority for Department of Defense Directive 5230.11, Disclosure of Classified Military Information (CMI) to Foreign Governments and International Organizations.
  • Administers National Disclosure Policy (NDP) and serves as the Chairman and Combatant Commanders' representative to the interagency National Disclosure Policy Committee (NDPC).
  • Receives, analyzes, and responds to all actions and requests for foreign disclosure sent to the Joint Staff.
  • Develops policy for Joint Staff procedures and processes to provide foreign disclosure support to Joint Staff activities.
  • Manages and represents Joint Staff and Combatant Command requests for Exceptions to National Disclosure Policy (ENDP).

  • Key Position: This is a KEY position. In the event of a national emergency or mobilization, this position cannot be vacated which requires the incumbent, or designated alternate, to be screened.
  • Employee may be required to work weekends, holidays and overtime during peak work periods. Occasional participation in demanding, intense, 24-hour exercise operations is also required. Multi-day overnight stays at exercise sites may be required.

  • Employee must obtain/maintain a Top Secret/SCI Special Sensitive security clearance.
  • This position is Emergency-Essential (E-E). In event of a crisis situation, the incumbent, or designated alternate, must continue to perform the E-E duties until relieved by proper authority.

Qualifications

You may qualify at the GS-15, if you fulfill the following qualifications:

One year of specialized experience equivalent to the GS-14 grade level in the Federal service:

  • Provides guidance and advice utilizing knowledge of foreign affairs and national security policies and objectives, U.S. defense programs and policies, doctrine, strategy, and political-military structures as they pertain to foreign disclosure policy and international cooperation.
  • Utilizes knowledge of policy interrelationships to resolve problems in existing security programs within Department of Defense.
  • Provides guidance and advice to Joint Service managers and Department of Defense officials utilizing knowledge of National Disclosure Policy, the Arms Export Control Act, and Executive Order 13526 Classified National Security Information, as well as Department of Defense policies and issuances governing the release of classified military information.
  • Utilizes knowledge of federal laws, Executive Orders, Presidential Directives, Intelligence Community Directives, Department of Defense and other federal and military technical standards for foreign disclosure programs and policy requirements to establish and provide policy, assistance and oversight.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.

Organization of the Joint Chiefs of Staff

Mission Statement: The Joint Staff assists the Chairman of the Joint Chiefs of Staff in accomplishing his responsibilities for: the unified strategic direction of the combatant forces; their operation under unified command; and for their integration into an efficient team of land, naval, and air forces. The Joint Staff is composed of approximately equal numbers of officers from the Army, Navy and Marine Corps, and Air Force. In practice, the Marines make up about 20 percent of the number allocated to the Navy.
