Help
  • Acts as the Branch Chief of the Information Generation and Management Branch (IGMB), Geospaitial Research Laboratory (GRL), performing supervisory functions, managing budgetary requirements and contracted research.
  • Conducts performance appraisals and other personnel management responsibilities.
  • Maintains individual development plans for branch members. Mentor staff for technical and management positions.
  • Presents at conferences and meetings to senior officials of industry and government.
  • Reviews study proposals, progress reports, and final products for technical quality, consistency and adequacy.
  • Monitors work operations to identify and eliminate barriers and bottlenecks to improve business practices and promote team building.
  • Formulates objectives and priorities and implements plans consistent with the long-term interests of the organization.
  • Manages the research and development of novel geospatial technologies within the Information Generation and Management Branch.
  • Strengthens the development of geographic information software that enables reliable information.
  • Exercises significant responsibilities in advising higher ranked management officials in developing overall goals and objectives.
  • Develops and maintains effective working relationships, especially in difficult situations.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Appointment to this position is subject to a two year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • Appointment requires one-year supervisory probationary period unless previously completed.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret/SCI security clearance or access for the duration of employment.
  • Detection of the presence of drugs is warranted. This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
  • This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.

To qualify for this position, you must meet the Basic Requirement for each job series in addition to required experience.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the below experience:

Specialized Experience: To qualify for DB-04 (GS-12/14) grade level or equivalency, you must have one year of specialized experience equivalent to at least the DB-02 (GS-11) level in Federal service which includes: 1) Supporting critical research in the application of expertise in geospatial and topographic science; 2) Executing program and budget responsibilities, contracted services, and personnel administration to maintain a healthy program; 3) Mentoring staff and establishing/maintaining individual developmetn plans for assigned branch or team; 4) Approving expenses to include small purchases, contact actions, and employee travel in accordance with federal regulations; and 5) Reviewing proposals, progress reports and final products for technical quality and consistency aligned with organizational goals.

This position is covered by the Science and Technology Laboratory Personnel Management Demonstration Project at the DB-04 (equivalent to GS-12/14). In accordance with the Federal Register Vol. 63, No. 57, dated March 25, 1998, an employee of the Laboratory Demonstration project must have a current average performance score of 2.5 or above in order to be selected for promotion. All applicants currently employed under a Laboratory Demonstration Project must include their most recent performance appraisal score as part of their electronic resume. If you are a Lab Demo employee submitting your resume for the first time, or if you have previously submitted your resume without your most recent score, you must submit your resume now with the following statement to be included in the section on your training: Current Performance Rating 2.5.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
