This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: Serves as the Deputy Fire Chief.

This position is included under the provisions of Special Retirement Coverage (SRC) and may have both a maximum entry age and a mandatory retirement date.

Duties

Help
  • Plan, direct, and implement the fire operations and prevention and protection programs for the installation.
  • Review and approve emergency response plans, ensuring compliance with installation, Federal, state, and local regulations and laws.
  • Make recommendations for improvements to the operations, practices, and procedures of the Fire and Emergency Services Division.
  • Answer fire calls while on duty and ensure that the Incident Management System has been implemented.
  • Prepare correspondence, memorandums, reports, pertaining to federal and local regulations covering specific fire prevention/safety standards for the installation.

  • This position requires the completion of pre-employment and periodic subsequent medical examination in accordance with DoDM 6055.06 to ensure continued, required level of physical health and ability or fitness to perform the duties of the position.
  • This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
  • The employee is required to work 56 hours per week; one 24-hour shift, which include holidays. May be subject to recall.
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • This position requires participation in a cardiovascular physical fitness program.
  • This position requires the employee to work under adverse environmental conditions and falls under the respiratory protection program and hearing conservation program.
  • Employee is required to report for duty during Natural Disasters or such emergency situations.
  • Some TDY Travel is required.
  • This position is designated as essential during inclement weather, fire hazardous duty, and other emergency operations.
  • A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: 1) Planning, directing, and implementing the fire operations and prevention and protection programs; (2) Reviewing and approving emergency response plans; (3) Making recommendations for improvements; (4) Answering fire calls; (5) Supervising and directing subordinates' actions.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

In addition to meeting the specialized experience requirement above, applicants must also possess: Fire Officer IV, Fire Instructor II, Fire Inspector II, Hazardous Materials Incident Commander, Airport Firefighter certified through DoD Fire and Emergency Services Certification System, International Fire Service Accreditation Congress (IFSAC), or the Fire Service Professional Qualifications System (PRO-Board) in accordance with DoD 6055.06-M.
Other requirements: National Incident Management System certifications(NIMS): IS-700, IS-800, IS-100 and IS-200 IS-300 and IS-400.

You MUST submit a copy of the above certifications certified through DoD Fire and Emergency Services Certification System, International Fire Service Accreditation Congress (IFSAC), or the Fire Service Professional Qualifications System (PRO-Board).   • This position requires a 1 year supervisory probationary period during which the agency evaluates your fitness and whether your continued employment advances the public interest. Continued employment requires written certification that it advances the public interest.

  • Permanent Change of Station (PCS) allowances may be authorized, subject to the provisions of the Joint Travel Regulations and an agency determination that a PCS move is in the Government Interest.

  • Applicants initial appointment to a covered secondary Firefighter Special Retirement Coverage position must be appointed by the last day of the month he/she reaches 37.
  • The maximum entry age for positions covered under this retirement is 37 years old. Retirement from this position is mandatory at age 57 with 20 years of SRC service. The maximum entry age may be waived under certain circumstances. Individuals who are past the maximum entry age limit, but previously served in a secondary position, MAY be reinstated.
