The incumbent serves as the Data Capture Analyst for Mental Health Service and through quantitative analysis is responsible for ensuring accuracy, completeness and integration of monthly patient data from a variety of service specific computer information systems. Incumbent is responsible for compiling the MHS Balanced Score Card and for ensuring all data related to performance measures is correct. Successful data capture is critical to the MHS budget and directly impacts patient outcomes and the medical center budget. The duties will include but are not limited to:

  • Collecting, collating and interpreting clinical data for the MHS management team
  • Analyzes, extracts, summarizes and identifies significant trends and issues concerning all aspect of MHS workload
  • Conducts marketing type surveys of outpatients, audits, projects, etc., and actively makes recommendations and provides advisory services to managers regarding cost-effective data capture tools and methods
  • Coordinates data capture projects and ensures all data is retrieved and analyzed from, VISTA, VSSC and web-based sources correctly using Excel and SharePoint
  • Plans and conducts program analysis covering the various aspects of Mental Health Service operations to achieve planned goals and objectives for the service
  • Reviews raw data, checks for duplication or discrepancies and gathers only pertinent information
  • Responsible for the overall management of the computer applications designed specifically for the automation of MHS
  • Serve as manager and interpreter of the software packages for the MHS, working with Information Management Service to install or upgrade applications and to resolve software problems
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/17/2026.

Interchange Agreement: Applications will be accepted for this position under the Interchange Agreement as outlined in VA Handbook 5005, Part III, Appendix C. This agreement allows for the movement of Title 38 and Title 38 hybrid personnel, who have at least 1 year of full-time continuous service, to apply for competitive service positions.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

  • For a GS-07 position you must have served 52 weeks at the GS-05.
  • For a GS-09 position you must have served 52 weeks at the GS-07.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

To qualify for this position at the GS-07 level:

  • Specialized Experience: You must have one year of specialized experience (Under limited supervision) equivalent to at least the next lower grade, GS-05, in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
    • Assisting with program reviews or surveys
    • Engages in team meetings; coordinating across team to resolve routine issues
    • Knowledge of program metrics, demonstrates ability to communicate process improvement ideas
    • Ability to identify work stoppage and communicate issues to program leadership
    • OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have one full year of graduate level education or Superior academic achievement that is directly related to the position (TRANSCRIPTS REQUIRED). OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond four years of college. Graduate and experience must equal 100 percent (TRANSCRIPTS REQUIRED)
To qualify for this position at the GS-09 level:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade, GS-07, in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
    • Helping to analyze and develop recommendations for improvement in program operations and objectives
    • Working with PC programs to collect and analyze data
    • Knowledge of basic statistical principles and techniques
    • Assisting with preparing and presenting recommendations and solutions based on analysis and evaluation including presentation of reports, proposals, charts and graphs
    • Fact-finding, problem analysis, problem resolutions, and development of concrete action plans to solve problems
    • OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have: completed a Masters or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. of J.D., if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position (TRANSCRIPTS REQUIRED). OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an equivalent combination of successfully completed graduate level education (beyond the first year) and specialized experience as described above, to qualify at this grade level.
