Summary

This position serves as a State Certified Special Education Teacher for the Great Plains Area Youth Regional Treatment Center (GPAYRTC). The instructional area(s) identified will normally be the general special education in elementary and/or high school settings, working with students who evidence a variety of disabilities compounded with either learning and/or behavioral difficulties.

A REAL ID will be required beginning May 7, 2025, in accordance with 6 C.F.R. 37.5 (2021).

  • Participates in educational activities, such as professional workshops that improve personal skills for providing better services to students.
  • Electing, developing, adapting and implementing appropriate instructional methods and techniques utilizing available resources to provide for academic achievement.
  • Follows State/Federal/BIA/Tribal regulations and local agency policies and procedures for screening, referral, evaluation and placement of students into programs for student with disabilities.
  • Maintains the Chief Gall Education Program accreditation for the YRTC as mandated by the State of South Dakota Department of Education and Cultural Affairs, or the North Central Association - Commission on Accreditation and School Improvement, and/or the Commission on Accreditation of Rehabilitation Facilities (CARF) or the designated accrediting entity.
  • Supervisory duties include the daily management of the paraprofessional staff member responsible for daily educational assistance.

Background Investigation Requirement:
This position requires the successful completion of a federal background investigation as a condition of employment.

A background investigation is a standard process used by the Federal Government to verify an individual's identity, employment history, education, and other relevant information to determine suitability for Federal service.

Upon receipt of instructions, applicants must complete all required background investigation forms within five (5) calendar days of issuance. Timely completion is critical to avoid delays in processing or a determination of unsuitability.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Individual Occupational Requirements
This series includes positions that require applying full professional knowledge of the theories, principles, and techniques of education and training to instructional and educational administration work in education programs operated by Federal agencies. Some positions also require specialized knowledge of one or more subjects in which the instruction is given.

BASIC REQUIREMENT(S):
1. Bachelor's degree from an accredited or pre-accredited institution that included or was supplemented by supervised student teaching, and at least one course in each of the following areas: general psychology, human development, history and/or philosophy of education, and teaching methods at the learning level of the position to be filled, i.e., elementary or secondary learning level. For secondary school teaching positions, applicants must also have had at least 24 semester hours (or equivalent) of course work in each of the principal fields of instruction.

2. Combination of education and experience - Applicants who have completed a full 4-year course of study in an accredited or pre-accredited college or university leading to a bachelor's degree but who do not meet the specific course requirements shown above meet minimum qualification requirements if they have completed at least one full academic year of professional teaching experience at the elementary or secondary school level as appropriate to the position to be filled. Professional teaching experience is defined as full and primary responsibility for the instruction of assigned students under general supervision in a recognized or accredited school or other accredited educational institution. This includes responsibility for preparation and presentation of lessons and the evaluation of students' progress throughout the learning period, including a determination of the students' success or failure according to established criteria.

3. Teacher certification or licensure in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.

Note: For special education teaching positions, applicants must meet the degree and course requirements shown in paragraph A above, and, in addition, must have had at least 24 semester hours (or the equivalent) of course work in special education that included at least one course covering the teaching of exceptional students and courses in the appropriate field(s) of specialization.

In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.

MINIMUM QUALIFICATIONS:
GS-09: Applicants must successfully complete 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree -OR- Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Providing professional educational skills to assigned students that includes responsibility in preparing and presenting lessons plans, evaluate students' progress throughout the learning period and determining students' success or failure according to established criteria.

Selective Factor - Applicant must have an active and valid teacher certification or licensure in the a State, the District of Columbia, the Commonwealth of Puerto Rico, ora territory of the United States with a SPED endorsement that contributes toward proficiency in providing education services for a student on an Individual Education Plan (IEP) a Level 1 (one) Elementary or Secondary Principal Credential that requires proficiency as an educator, acknowledgement of ethical and education requirements for SPED students, and enhances proficiency in education administration.

Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do
not apply under the Excepted Service Examining Plan (ESEP).

The selected individual is required to obtain and maintain any licensure requirements. If licensure are not obtained or maintained during employment, the employee will be subject to adverse actions, up to and including removal from Federal service.

Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. IHS may offer newly-appointed Federal employees credit for their directly related previous non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave.

  • This position is ineligible for the Bargaining Unit.
  • Recruitment or relocation incentives may be authorized. You will be required to sign a service agreement.
  • A one-year supervisory/managerial probationary period may be required upon selection/placement.
  • This position has no promotion potential.
