General Manger Duties:

As a Senior Manager you will:

  • Exercise delegated managerial authority to oversee the overall planning, directing and timely execution of a program, several program segments (each of which is managed through separate subordinate organizational units), or comparable staff functions, including development, assignment, and higher level clearance of goals and objectives for supervisors or managers of subordinate organizational unit or lower organizational levels.
  • Approve multi year and longer range work plans developed by the supervisors or managers of subordinate organizational units and subsequently manage the overall work to enhance achievement of the goals and objectives.
  • Oversee the revision of long range plans, goals and objectives for the work directed.
  • Manage the development of policy changes in response to changes in levels of appropriations or other legislated changes.
  • Manage organizational changes throughout the organization directed or major change to the structure and content of the program or program segments directed.
  • Exercise discretionary authority to approve the allocation and distribution of funds in the organizations budget.
The following are the job specific duties of this position. You will have the opportunity to learn to perform these duties and receive training to help you grow in this position.
  • Oversee and enhance IRS interactions with members of Congress and their staff by timely sharingpublicly available information. Serves as the central coordinating point for the IRS to achieve its legislativeobjectives and assist in ensuring continued Congressional support for the IRS.
  • Supervises a staff of subordinate employees responsible for carrying out the mission of the office. Thiseffort involves developing, formulating, implanting, and assessing the effectiveness, efficiency, andproductivity of the assigned staff based on the work accomplished within the assigned timeline.
  • Decisions may result in substantive changes to administrative plans or processes, or procedural changes. Recruits and selects staff members. Identifies training and development needs, actively implements agency and Federal EEO guidance; prepares performance standards and evaluates performance of subordinates; reviews completed work, accepts, amends or rejects as appropriate. Monitors program delivery against timeframes and goals established. Ensures requirements are met for delivery of human capital, administrative and technical programs.
  • Plans work to be accomplished establishes priorities and schedules for work completion. Exercises managerial authority to set a series of annual, multi-year, or similar types of long-range work plans and schedules for in-service or contracted work.
  • Provides program and financial oversight to C&L Chief, Office of Legislative Affairs staff and to component offices within Communications & Liaison. Assures implementation of the goals and objectives for the program segment(s) of function(s) they oversee.

  • Supervisory Probationary Period - Subject to a 1-year supervisory or managerial probationary period (unless already completed).
Key Requirements:
  • U.S Citizenship - Must be a U.S. Citizen or National and provide proof of U.S. Citizenship.
  • Selective Service Registration - Males born after December 31,1959, are required to be registered with the Selective Service System or prove they are exempt from having to do so.
  • Personal Identity Verification (PIV) - Must provide 2 forms of identification from the Form I-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S. These documents must be unexpired original or certified copies.

Qualifications

Federal experience is not required. Experience may have been gained in the public sector, private sector or through Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. QUALIFICATION REQUIREMENTS: To qualify for this position, you must meet the qualification requirements outlined below:

Specialized Experience
To be minimally qualified for this position you must have at least one (1) year of specialized experience equivalent to the next lower level payband or GS grade in the normal line of progression. Specialized experience would include one year of substantive supervisory or program management experience at the GS-13 or GS-14 level or equivalent level manager or comparable management or leadership experiences outside of Federal service.

To be qualifying for this position your experience should be sufficient to demonstrate:

  • Experience applying management techniques, methods, theories, principles, and labor relations concepts, sufficient to assure optimum utilization of personnel, equipment, and space, and to accomplish program objectives through combined technical and administrative oversight.
  • Experience planning, directing, and evaluating work of subordinate managers, employees, and/or others.
  • Experience applying appropriate operations, policies, applicable laws, regulations, rules, practices, procedures, and techniques sufficient to provide oversight and direction in the planning, development, and implementation of the technical aspects of programs directly related and/or specific to the position being filled.
  • Experience applying budget and fiscal methods used in establishing and maintaining an organization.
  • Experience working on major program segments, organizational structures and/or functional responsibilities specific to the position being filled.
  • Managing agency actions involving congressional involvement, such as hearings, audits, and other investigative work processes.
  • Resolving employee grievances and complaints, which may include disciplinary actions.
  • Identifying developmental and training needs of employees and implementing them.
  • Leveraging communication skills both orally and in writing to develop negotiation and/or conflict resolution to reach a consensus.

Education

Suitability Requirements:

Rating: Category rating will be used to rank and select eligible candidates. If qualified, you will be assigned to one of three quality level categories, CAT A, CAT B or CAT C

.Referral: Eligible applicants rated in the highest category group, may be referred to a selecting official for consideration. Candidates, if required to participate in a selection interview (telephonic and/or in person at the discretion of the Selecting Official in accordance with hiring practices), will be interviewed in category group order.
