Duties

Help
  • You will function as a master analyst, performing rigorous mission and campaign level analysis in support of Navy satellite and line-of-sight communications requirements, to include commercial communication services.
  • You will develop and execute analytic requirements agenda required to support Department of the Navy's annual planning and programmatic cycle for leadership decisions regarding multi-billion dollar Major Defense Acquisition Programs.
  • You will manage through differing perspectives and associated issues to navigate communication requirements teams through deliberations and provide critical recommendations based on expert analytic foundation as a senior decision maker.
  • You will be responsible for identifying and developing Wartime command, control, and communication (C3) architectures which include both assured networks
  • and data transports strategies in response to evolving threats to Navy’s access to Space and Cyber capabilities.
  • You will coordinate work of civilians, active-duty military officers and contract personnel.
  • You will manage and assess the adequacy of deliverables from technical contractors.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This is a Cyberspace Workforce position, work role code 804 - (IT Investment/Portfolio Manager), proficiency level (Advanced).
  • The incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

1) Applying knowledge of satellite and line-of-sight communications and maritime network program requirements.
2) Assisting with determining requirement analysis, and the planning, programming, budgeting and execution activities cycle.
3) Utilizing knowledge of satellite communications architectures to address diverse and complex operational issues.
4) Demonstrating stakeholder coordination to build consensus across Subject Matter Experts (SMEs), other resource sponsors, Portfolio Acquisition Executives (PAEs), Systems Commands (SYSCOMs) to build coalitions.
5) Knowledge of management and organizational principles and practices with knowledge of quantitative and qualitative methods to analyze program health, cost-benefit trader offs, and policy impacts.
6) Assist with determining and developing methods and technical solutions to communicate analysis and metrics to various audiences.
7) Demonstrating presentations, possessing verbal and written communication skills, and assisting with drafting staffing packages and briefing materials.

Experience in evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrate knowledge of current developments and trends in communications concepts and technology.
