Duties

Help
  • Approve multi-year and long-range goals and objectives and work plans, assign and evaluate work.
  • Develop performance standards used to appraise work, give advice and instructions, as required.
  • Provide command and control over multiple areas of responsibility such as Transportation Battalions (TB), Transportation DETs, and attached Deployment Support Command units.
  • Develop and assign goals and objectives for supervisors or managers of subordinate organizational units or lower organizational units.
  • Supervise, manage and coordinate Brigade level staff, assigning priorities and responsibilities to support the Command's Lines of Effort
  • Provide technical advice to subordinate units to expedite terminal operations and port clearance.
  • Utilize multiple transportation systems to manage data and facilitate operations.
  • Support the Joint Deployment and Distribution and Materiel Enterprises.
  • Evaluate productivity and efficiency of organizational missions, objectives, procedures and regulatory framework of transportation/logistics management programs.
  • Recommend budget and staffing requirements for the organization to ensure that mission workload can be met.
  • Direct oversight of staff functions/activities associated with administrative (personnel/logistics) and resource management (budget/force structure) execution.
  • Monitor contractor/commercial carrier performance and compliance.
  • Analyze transportation assessment reports to prepare consolidated reports to commands, commercial industry and host nation organizations.
  • Coordinate and synchronize efforts with 2/3/4 Star Commanders, General Officers and Senior Executive Service Civilians to meet mission transportation requirements.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. One year of specialized experience which includes joint operation planning processes such as managing surface distribution movements covering shipping, tracking cargo (in-transit visibility), or conducting port operations; monitor capabilities of transportation/distribution systems to meet Combatant Command (COCOM) movement timelines; and analyze effectiveness of transportation management and system concepts using doctrine, policy, plans, or procedures and transportation systems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).

  • The initial length of this overseas tour is 12 months.

ARMY TRANSPORTATION

Civilian employees serve a vital role in supporting the Army mission. They provide the skills that are not readily available in the military, but crucial to support military operations. The Army integrates the talents and skills of its military and civilian members to form a Total Army.

This position is located at Camp Arifjan, Kuwait. The base provides permanent support facilities for American troops in Kuwait, replacing temporary facilities that had been used since the Gulf War. It is a United States Army installation which accommodates elements of the US Air Force, US Navy, US Marine Corps and US Coast Guard. Military personnel from the United Kingdom, Australia, Romania and Poland are also forward deployed there. Camp Arifjan is located south of Kuwait City and Ali AL Salem Airbase, and west of the Shuaiba Port (Military Sea Port of Debarkation/Embarkation, or SPOD) and Kuwait Naval Base (KNB). The weather can be hot and dry with extreme heat in the summer months and mild winters. The base has three base exchanges (AAFES), many fast food restaurants on site, and 3 Military Dining Facilities (DFACs) some of which serve 4 meals daily.
