Incumbent serves as the Program Implementation Manager for programs related to the establishment, modernization, sustainment, and operation of National Airspace System (NAS) facilities and equipment in support of Facility and Equipment (F&E) and Operations (Ops) funded programs. Collaborates and coordinates with team members, stakeholders and program offices on development and performance of project scope, schedule and budget.

Independently applies experience and advanced technical knowledge to integrate configuration management and safety
management system requirements into project planning. Serves as focal point for Headquarters program offices on
implementation issues to include funding, waterfall schedules and NAS equipment ordering. Makes tactical decisions during program implementation to manage projects within scope, schedule and budget. Applies project management expertise and organizational knowledge when communicating program and project status to organizations internal and external to the FAA.

Incumbent is expected to effectively and efficiently manage multiple projects and related issues simultaneously. Assists
customers to ensure current and future activities are aligned with agency and service unit goals. Applies project management expertise, experience and advanced knowledge to initiate, plan, execute, monitor, control and closeout projects. Coordinates and develops acquisition strategies and monitors their implementation. Responsible for scope, schedule and budget performance, evaluating alternatives and assessing project risks. Responsible for the close-out of service area projects in accordance with agency capitalization requirements. Uses FAA Corporate Work Plan (CWP) toolset to manage, monitor, report on and control projects.

Identifies implementation related program risks and devises strategies to mitigate those risks through the life of project.
Provides leadership in developing and defining Service Area Program Implementation Plans to deploy major NAS systems or programs. Leads the effort in influencing implementation priorities for each candidate program/project. Provides input to Investment Analysis process, reviews program baseline, evaluates the level of integration with existing facilities.

Performs multiple, varying and complex assignments under the minimal direction of a manager, project/program manager, team leader, or more experienced technical specialist. Acts as principal technical specialist or as a project manager or team leader for large work activities. Applies experience and comprehensive technical knowledge as well as an understanding of new technologies and methodologies, to solve complex problems and develop improved technical processes or systems. Considers the objectives of the major subdivision and LOB/SO when developing, integrating, and implementing solutions to diverse, complex problems. Assignments frequently require knowledge and experience working across functional and/or organizational lines.

Contacts are internal and external. May represent the FAA as a senior technical point of contact on projects, programs and other work activities. Communicates results to all levels internally (within an LOB/SO or across LOB's/SO's) and
externally. Presents briefings to obtain consensus/approval on policies. Coordinates significant technical matters with
representatives of external organizations.

Broad policies and objectives provide general guidance for addressing issues but allow considerable discretion to develop new and innovative approaches. Draws on experience to solve unusual problems and may create new solutions and policy interpretations as the situation requires. Provides policy guidance and instruction to others, both internally and externally.

Qualifications

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the next lower level of FV-I/Level IV or the equivalent FG/GS-13 in the Federal Service. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. The specialized experience includes: experience applying aviation technical knowledge and project management skills to NAS components, facilities, systems, or related infrastructure. This includes experience with operation, installation, establishment, design, development, deployment, sustainment, performance evaluation, acquisition, facility improvement, construction administration, or infrastructure development.
