Duties

Help

As a/an Program Analyst at theGS- 0343-13, some of your typical work assignments may include:

  • Reviewing and maintaining in-depth comprehensive knowledge and understanding of portfolio management.
  • Providing substantive data and analysis results for use by managers for decision-making for the development and execution of new or current programs and initiatives including second level reviews.
  • Developing and producing presentations for management; facilitates, conducting and participating in projects internal and external to program office.
  • Preparing and securing program review authorities' approval for program plans, schedules, and resource requirements to adequately support the desired level of operations for assigned grant programs and to meet all established technical and management objectives that are mandated.
  • Providing advice and recommendations regarding program planning and funding management issues; interprets broad policy and program directives; and making recommendations to develop new and different strategies to ensure program effectiveness.

Qualifications

GS-13: One year of specialized experience, equivalent to the GS-12 grade level in the Federal service, obtained in either the private or public sector:

Providing guidance and interpretation of statute, policies, regulations, and emerging legislation regarding federal grants programs; AND participating in strategic program planning, development and evaluation of implementation of long term program goals and objectives; AND applying a wide range of quantitative and qualitative analytical methods to evaluate the effectiveness and efficiency of grants programs; AND networking, negotiating and building effective partnerships/relationships to advance the mission of a program or organization.

If you are a current career or career-conditional federal employee applying for promotion under Merit Promotion you must have completed a minimum of 52 weeks in positions at the next level lower than the position being filled.

Management and Program Analysis Series 0343

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Generally, time in Non-Pay status as a federal employee is not creditable towards the specialized experience requirement listed above.

All qualification requirements must be met by 11:59 pm (Eastern Time) on 07/22/2026.

You will be evaluated for this job based on how well you meet the qualifications above.
