Summary

This position serves as the Assistant Manager in Aquatics located in the Sports and Fitness Branch, Aquatics Department, of the Morale, Welfare, and Recreation (MWR), CNRNW. The function of the Assistant Aquatics Manager is to provide an extensive and comprehensive aquatics program for approximately 75,000 patrons, which include military, family members, retired military, and authorized civilians.

Duties

Aquatic activities include but are not limited to:

  • Third- and Second-Class Swim Test, Navy Swim Tester Course, American Red Cross Learn to Swim Program,
  • Lifeguard Training,
  • Head Lifeguarding,
  • Waterfront Lifeguarding,
  • Cardiopulmonary Resuscitation (CPR) for the Professional Rescuer, Automatic Defibrillation (AED), First Aid,
  • Water Safety Instructor Courses,
  • Hydro-Fit,
  • Water Aerobics,
  • Physical Readiness Training,
  • Manages and directs the care and maintenance of the aquatic facilities, following guidelines from BUPERSINST 1710.19, and NAVMED.
  • Also manages and directs the proper installation and disposal of equipment, its care and maintenance, and the training of staff on new equipment.
Administrative duties include but are not limited to:
  • Preparing briefings, letters of operation, standard operating procedures, special reports, management narratives, and after-action reports.
  • Assists in the preparation and execution of both APF/NAF budgets.
  • Prepares and submits justifications relating to programs and activities including APF/NAF funding, personnel, facilities, supplies, and equipment.
  • Reviews APF/NF financial statements and analyzes reasons for significant variances between executed and projected results.
  • Supervises all cash handling operations which include verifying patrons payment through receipts, special interest groups, and or activities pool rentals etc.
  • Supervises and counsels all civilian and military personnel assigned to the Aquatic Section.
  • Originates personnel action requests for recruitment, interviews and selects candidates.
  • Develops performance standards, provides one on one performance evaluations to employees through counseling sessions, nominates personnel for performance and other awards.

  • The work requires frequent physical exertion while instructing or guiding participants in a variety of activities. Work may require sitting, walking, long periods of standing, bending and lifting of moderately heavy items up to 40 pounds.
  • Requires frequent use of motorized vehicle to drive to the various Commands throughout the Northwest Region.

Qualifications

  • Knowledge of goals, philosophy, principles, techniques and methods of procedure used in organizing, planning, administering and conducting aquatic activities.
  • Knowledge gained through experience, which enables the employee to competently and independently, plan, develop, and conduct a diverse exercise program through proper applications of aquatic principles, concepts, and techniques that relate to the special needs and interests of the military community.
  • Must have/be Instructor Trainer in lifeguarding, CPR, First Aid, AED, Blood Borne Pathogen Training; Navy Swim Tester, American Red Cross Lifeguard Training, and Water SafetyInstructor. Aquatic Facilitator Operator (AFO) and Aquatic Exercise Association (AEA) certified Water Aerobics Instructor. Must be knowledgeable of Occupational Safety, Health and Environmental regulatory materials as they relate to managing and maintaining pools.
  • Ability to coordinate large aquatics program with command community and civic leaders.
  • Ability to solve problems that arise from managing large, diverse groups of people.
  • Knowledge of financial management and experience in budget process and the necessary skills to manage and execute expenditures within the prescribed budget
  • Knowledge and experience in personnel management and administration to include position management and classification NAF/GS employee recruitment and selection, employee training, employee performance review and appraisal process, leadership development.
  • Extensive oral and written communication skills. Ability to speak in public forums to both small and large groups of people as well as one on one interaction.

Education

Associates degree from an accredited college or university with a course of study in the field of recreation and aquatic education.

OR

Three (3) years of directly related aquatics recreation experience in lieu of education.

Salary is dependent on experience and/or education.

Some positions have special requirements. Selectee may be required to complete a one (1) year probationary period.
