Engineering Service is comprised of Projects Section, Administrative and Budget section, Maintenance and Repair, Grounds, and Transportation. The coordination of functions within the Service is multi-faceted and includes all data analysis, administrative management, critical path methodology.

This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-11. At the lower grade levels, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-11. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher-level work, and availability of funds.
Personnel and Administrative Management - 35%

  • Directs and manages the office operations functions of the entire Engineering Service and is responsible for personnel management, control and requisition of supplies and equipment, budgetary and fiscal/supply matters, reports, flow and
  • timeliness of work, and adherence to manuals and Medical Center policies to facilitate the professional staff in their accomplishment of Engineering Service goals, missions and strategic plans.
  • Ability to analyze the data and develop information to prepare final written reports.
  • Communicates verbally and in writing with other services, agencies and private industry to produce prompt and accurate dissemination of information according to VHA guidelines.
Budgeting and Contract Management - 30%
  • Oversees the budgeting and financial management to include budget formulations, justification, and execution; financial management; and financial reporting.
  • Assists in developing the annual budget plan, budget review and budget forecast.
  • Oversees and assists with procurement and service contracting for the Engineering Service.
  • Oversees Engineering COR (Contracting Officer's Representative) for service contracts as assigned.
  • Controls, coordinates and approves acquisition of service, equipment and supplies for office operations and patient care functions.
Supervisory Duties - 25%
  • Provides technical and administrative supervision overseeing the daily operations of the Engineering Service administrative team.
  • Ensures the agency policies and priorities are being followed.
  • Develops performance standards and evaluates work performance of subordinate staff.
  • Identifies and provides for training needs.
  • Find ways to improve production or increase the quality of work within the area of authority.
Quality Assurance - 10%
  • Assists in implementing monitors of compliance by reviewing data, including work orders and survey deficiencies.
  • Performs work involving the collection, compilation, and/or tracking of data and statistical information in support of the organization's program operation and reporting requirements.
  • Utilizes software applications to draw information from Performance Improvement indices, in order to
  • prepare reports.
  • Maintain service copies of all pertinent publications, review all publications, directives, memos, bulletins, etc., and bring to the Chief Engineer's attention those matters of interest or requiring action.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Work Schedule: Monday-Friday 7:30am to 4:00pm
Telework: This position may be authorized for telework on an ad-hoc basis in accordance with VA policies.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/15/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

GRADE DETERMINATION GS-09
1. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have either of the following:

  • Master's or equivalent graduate degree that demonstrates the knowledge, skills, and abilities necessary to do the work of this position, OR
  • 2 full years of progressively higher-level graduate education, leading to such a degree, that demonstrates the knowledge, skills, and abilities necessary to do the work of this position, OR
  • LL.B. or J.D., if related

2. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Specialized experiences must meet all of the following: 1) Monitoring contract deliverables; 2) Reviewing data and or narrative information for management reports; and 3) Preparing correspondence at all levels (i.e. service, facility, VISN).

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Work is primarily sedentary although some stooping, bending and carrying for retrieval of administrative materials and inventory equipment/supplies are required.
