Duties

Help

The incumbent provides leadership for the Federal Aviation's personal property management operations covering locations throughout the country. Responsibilities include managing a comprehensive personal property management operations program and associated customer support activities that provide services to program offices and personal property managers for the accountable (owned and leased) FAA assets.

Managerial duties include; communicating the organization's vision and objectives, setting priorities, assigning tasks and responsibilities, monitoring and evaluating performance of staff, coaching ad developing staff, and organizational capabilities, approving leave, and taking or approving corrective/disciplinary actions, as appropriate.

Leads, implements and executes planning, programming, policies, and processes associated with the management of personal property asset classifications (NAS Systems, IT Equipment and Wireless Devices, Test Equipment, Communication Phones Vehicles, and etc.) control classes (Safety/Security, Operational, Compliance, and not discernible impacts) and/or geographical location.

Safeguarding and maximizing the utilization of personal property and provides assistance to managers and employees for physical control, accountability, maintenance, utilization and disposition of the agency's personal property assets.

Supports and represents the agency's financial operations to achieve an agency-wide goal of an unqualified audit opinion with no materiel weaknesses.

The incumbent is responsible for planning and directing efforts with respect to surveys and studies concerning complex management problems, including analyzing the impact of proposed policies, regulations, and procedures. Manages and provides supervision to subordinate employees/all branch personnel.

Responsible for strategic planning initiatives; communicating the organizations vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance of employees; approving leave; and initiating or approving corrective/disciplinary actions as appropriate.

Defines, acquires and allocates budget, staff, and other resources to accomplish organizational objectives. Has the authority, within guidelines, to make commitments for the major subdivision, to establish new policies/procedures, and to make exceptions.

Applies a detailed knowledge of the technical aspects of the work that is directed; a detailed knowledge of budget, human resource management, and other administrative policies and procedures; and a comprehensive understanding of the objectives of the major subdivision, the LOB/SO, and the FAA. Also applies a thorough understanding of the principles of management and strategic planning, and the ability to integrate the work of multiple organizational units/projects/programs to accomplish mission objectives.

Work is typically governed by established policies, procedures and mission objectives, which leave considerable room for discretion. Individual and organizational performance is typically reviewed periodically through organizational performance measures to determine success in achieving planned results. Has broad discretion to ensure the alignment of all projects/programs with the tactical and strategic (short-term and long-term) objectives of the major subdivision and LOB/SO. Work activities impact directly on goals and objectives of the major subdivision, the LOB/SO, and often the FAA. Work frequently affects the internal and external customers of the major subdivision, and often the LOB/SO and the FAA.

To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-J, FG/GS-14. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized Experience is: Experience managing physical control, accountability, utilization, and disposition of personal property in accordance with Federal regulations and policies.
