Duties

Help

The duties of the Accountant consist of but are not limited to the following:

  • Participate in daily operations of the Medical Center's accounting system and responsible for systematic verification and appraisal of records, reports, related transaction.
  • Maintain accounting records and accumulate cost data.
  • Prepare, review, and analyze accounting reports and statements.
  • Reviews and complete corrections for reconciliations.
  • Perform quarterly quality assurance reviews and monitor corrective actions taken.
  • Provide technical assistance to Accounting Technicians in the maintenance of the General Ledger in cost accounting functions.
  • Analyze and evaluate current general accounting methods and procedures in terms of adequacy and effectiveness.

Work Schedule: Full-time, 8:00 am - 4:30 pm Monday - Friday.
Position Description Title/PD#: Accountant/PD09046A, PD09049A, PD09048A, and PD09047A
Physical Requirements: The work is primarily sedentary, however there may be some walking, standing, bending, and carrying items such as papers and books.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement.

The Account occupational series has an Individual Occupational Requirement (IOR) as part of the qualification standards. The IOR is a minimum qualification for all grades and the IOR itself meets the qualifications for the GS 05. The IOR basic requirements are:

A. Degree: A degree in accounting, or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. Note: The term "accounting" means "accounting and/or auditing" in the qualification standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.". You must provide copies of your transcript(s) for verification of education.

OR

B. Combination of education and experience:
At least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. You must also possess one of the following:

  • Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law (you must provide copies of your transcript(s) for verification of education);
  • OR
  • A certificate as a Certified Public Accountant or a Certified Internal Auditor, obtain through written examination (you must submit a copy of your certification with your application package);
  • OR
  • Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. (You must provide copies of your transcript(s) for verification of education).

GS 7 Qualifications

Specialized Experience: You must possess one-year of specialized experience equivalent to the GS-05 grade level. Specialized experience is experience that equipped the applicant with the knowledge, skills, and abilities (KSA's) to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Your resume must clearly reflect your experience. No assumptions can be made.
Specialized experience includes:
  • Examining routine accounting documents to verify the accuracy;
  • Preparing detailed statements and schedules for reports;
  • Examining financial statements for completeness, internal accuracy, and conformance with uniform accounting classifications.
OR
Education: Must have 1 full year of graduate level education. Note: One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. You must submit a copy of your transcripts for your education to be credited.
OR
Superior Academic Achievement (SAA). I meet and have completed all the requirements for a bachelor's degree in a curriculum that is qualifying for the position to be filled and meet one of the following:
Rank in the upper one-third of your class in the college, university or major subdivision.
A grade-point average of "B" (a GPA of 2.95 or higher out of a possible 4.0) for all
completed undergraduate courses, or those completed in the last two years of
undergraduate study.
A grade point average of "B+" (a GPA of 3.45 or higher out of a possible 4.0) for all
courses in your major field of study, or those courses in your major completed in the
last two years of undergraduate study.
Membership in a national honor society (other than freshman honor societies)

GS 9 Qualifications

Specialized Experience: You must possess one-year of specialized experience equivalent to the GS-07 grade level. Specialized experience is experience that equipped the applicant with the knowledge, skills, and abilities (KSA's) to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Your resume must clearly reflect your experience. No assumptions can be made.
Specialized experience includes:
  • Reconciling reports and financial data with financial reports on file, pointing out inconsistencies or errors;
  • Reviewing accounting documents such as travel orders, requisitions, and contracts to determine whether accounts are in conformance with uniform accounting classifications;
  • Developing annual and monthly budgetary schedules for specific cost categories and accounts for the organization.
OR
Education: Have 2 years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree. You must submit a copy of your transcripts for your education to be credited.
OR
Combination: Applicants may also combine education and experience to qualify at this level.

GS 11 Qualifications

Specialized Experience: You must possess one-year of specialized experience equivalent to the GS-09 grade level. Specialized experience is experience that equipped the applicant with the knowledge, skills, and abilities (KSA's) to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Your resume must clearly reflect your experience. No assumptions can be made.
Specialized experience includes:
  • Conducting daily examinations of various accounting transaction listings, cost reports, financial statements, project fund balances, and work orders to ensure accuracy of data;
  • Assist in controlling financial operations through approving obligations and/or expenditures within established limitations;
  • Determine proper work methods to develop work sheets and forms necessary to complete assignments.
OR
Education: Have 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. You must submit a copy of your transcripts for your education to be credited.
OR
Combination: Applicants may also combine education and experience to qualify at this level.
