Qualifications

In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C.

QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C, https://www.opm.gov/policy-data-oversight/classification-qualifications/federal-wage-system-qualifications/. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed,and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time.

Ideal Candidate:
The ideal candidate for a WS-5301-09 Industrial Equipment Maintenance Mechanic Supervisor position is a seasoned technical leader who combines deep expertise in the mechanical repair of complex industrial machinery with proven supervisory experience. This individual ensures that critical Department of War (DoW) manufacturing, logistics, and base operations maintain maximum operational readiness through effective maintenance management and adherence to strict safety protocols. The ideal candidate possesses extensive hands-on experience in the 5301 FWS (Federal Wage System) occupational series. They have advanced diagnostic and repair skills covering a wide array of heavy industrial equipment, such as CNC manufacturing machinery, hydraulic presses, pneumatic systems, industrial conveyers, and large-scale generators. They can seamlessly interpret complex blueprints, technical manuals, and electronic schematics to troubleshoot systemic mechanical or electromechanical failures. Their technical authority allows them to accurately estimate repair times, determine the necessary parts, and identify when a machine requires total overhaul versus a component replacement. As a Wage Supervisor at the 09 level, the candidate excels in directing the daily operations of subordinate FWS mechanics and trades personnel. They are adept at planning work schedules, prioritizing emergent repair requests against routine maintenance, and balancing workloads based on the skill levels of their team. The ideal supervisor fosters a culture of continuous learning, actively mentoring junior mechanics, providing clear instructions for complex repairs, and conducting fair and accurate performance evaluations. They handle personnel administration efficiently, addressing grievances and ensuring unit cohesion. The candidate is highly proactive, recognizing that mission readiness relies on preventing equipment failure before it occurs. They are skilled in developing and overseeing comprehensive Preventative Maintenance (PM) schedules that align with DoW operational requirements. They efficiently manage the supply chain at the shop level, ensuring critical replacement parts and materials are procured and inventoried without causing production bottlenecks.

  • Knowledge of a wide range of principles, processes, and techniques of air conditioning and heating trades supervised and personnel management policies, practices, and procedures, including sexual harassment and Equal Employment Opportunity/Employment Treatment
  • Knowledge of safety regulations, practices, and procedures.
  • Knowledge of the use and maintenance of hand and power tools, equipment, and precision measuring and /or test equipment common to trades supervised.
  • Ability to read and interpret blueprints, diagrams, sketches, and technical specifications.
  • Ability to plan and organize work assignments to include determining resources required to accomplish mission
  • Ability to communicate effectively, both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
