Summary:
The primary purpose of this position is to serve as the security cooperation and partner integration subject matter expert within the Security Cooperation Division, Partner Strategy & Engagements Branch, tasked with the development, coordination and integration of security cooperation operations, activities, and investments (OAIs) into campaign and country plans on behalf of U.S. Space Command (USSPACECOM) C/JFSC.

Duties:

  • Develops, coordinates, and maintains the Commander's partnership strategy and plans by translating theater guidance into an integrated, multi-year security cooperation framework.
  • Assesses the progression of security cooperation objectives and tasks in accordance with DoW policy and instructions.
  • Participates in command campaign and contingency planning, experiments, exercises, and wargames supporting joint planning and operations at USSPACECOM and other combatant commands to provide guidance on how USSPACECOM and CJFSC can effectively deliver space capabilities to the warfighting commands in cooperation with our allies and partners.
  • Cultivates and maintains strong working relationships with partner nation representatives to understand their priorities, capabilities, and constraints, fostering mutually beneficial security cooperation initiatives that advance shared strategic objectives.
  • Provides principal-level advice on security cooperation matters across all CJFSC mission areas.
  • Represents J5 at meetings, conferences, briefings and seminars related to planning as the security cooperation subject matter expert.

  • Exempt - Position performs non-manual work directly related to the management or general business operations of the employer or its customers, and job duties require exercise of discretion and independent judgment with respect to matters of significance. Position meets criteria for the Administrative Exemption as identified in 5 CFR § 551.206
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program Series 0301.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-II, equivalent to the next to lower grade GS-5 to GS-11 or equivalent in the Federal Service. Specialized experience must include driving multinational integration within C/JFSC by developing and coordinating security cooperation plans, actively engaging with foreign counterparts, analyzing relevant policies and identifying interoperability gaps, and providing critical analysis and recommendations to senior leadership, ultimately contributing to command strategy and fostering seamless collaboration in space operations.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  1. Comprehensive of knowledge of federal laws, executive orders, regulations, policies, directives, principles, and practices governing federal security programs, and experience with national, Department of War, and Department of State security cooperation policy, guidance, and directives.
  2. Knowledge and previous experience with Title 10 and Title 22 security cooperation authorities and appropriations.
  3. Expert knowledge of security assistance, security cooperation, and related legislation, policies, and practices, and experience with security cooperation and/or security assistance assessment, monitoring, and evaluation processes and programs.
  4. Knowledge in Combatant Command security cooperation organizations including: conferences, working groups, bilateral/multilateral engagements, and symposiums.
  5. Skill in organizing and leading teams tasked to originate new ideas, projects, and methodologies.
  6. Advanced skill sufficient to communicate effectively, both orally and in writing; negotiate complex issues; and maintain good working relationships with diverse groups and executive-level command management.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

This is an acquisition demonstration project position NH-II equivalent to a GS-5 to GS-11.
