GS- 07:
- Serves in a developmental role supporting Facility Management Software System (FMSS) operations, including asset inventory, condition assessments, cost estimating, work orders, and life-cycle data.
- Provides basic support for Financial and Business Management System (FBMS) tasks related to fleet, energy, and real property reporting, and assists with special projects to build asset-management knowledge.
- Manages Bandelier National Monument's housing program, including tenant processing, eligibility review, inspections, rent calculations, reimbursements, and coordination of special-use occupancies.
- Uses iQMIS to manage housing inventory, tenant assignments, rent compliance, billing, reports, and leasing documentation.
- Assists with asset condition assessments, prioritization of asset needs, and coordination of FMSS work orders and estimates under close supervision.
- Supports FMSS data quality through review, validation, correction, QA/QC participation, and guidance on database functions to ensure accurate maintenance and project reporting.

- Oversees full FMSS operations, including asset inventory, condition assessments, cost estimating, lifecycle data, and compliance with federal real property management requirements (DO-80, DAMP, EO 13327).
- Conducts and schedules annual, comprehensive, and lifecycle asset assessments; determines asset condition using standardized guidelines and collaborates with engineers and subject-matter experts when needed.
- Calculates and updates Asset Priority Index (API) ratings and Current Replacement Value (CRV), including heritage and unique CRV determinations in coordination with cultural resource staff.
- Manages routine maintenance work orders, evaluates costs, prioritizes asset needs, develops and reviews PMIS facility projects, and coordinates FMSS work orders for a wide range of funded project types.
- Generates, analyzes, and presents FMSS-based operational and fiscal reports; supports O&M decision-making, GPRA reporting, data accuracy standards, and serves as Park Account Manager responsible for FMSS user access and training.
- Leads FMSS data quality programs, supports PAMP implementation, provides park-wide technical guidance, identifies system issues, and may act as COTR to oversee contractor work and ensure contract compliance.

Time-In-Grade requirements also apply to former Federal civilian employees applying for reinstatement who have had a break in service of less than one year, as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointments. Time-in-grade does not apply to new excepted service appointments. Time-in-grade requirements must be met by the closing date of this announcement.
  • Driver's License: You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you.
  • Uniform: You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
  • Minimum Age Requirement: Applicants must be at least (1)18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program.

Probationary Period As a condition of employment for accepting this position, you will be required to serve a 1-year probationary period during which your fitness and whether your continued employment advances the public interest will be evaluated.

This probationary period is an extension of the appointment process and therefore requires the agency to determine if continued employment would advance the public interest, meet the organization goals and mission of the agency, and/or otherwise promote the efficiency of the service. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. Possess one year of specialized experience equivalent to at least the GS-05 level in the Federal service. Specialized experience is experience that equipped the applicant with the knowledge, skills, and abilities needed to successfully perform the duties of this position. Examples of specialized experience include, but are not limited to, the following: performing administrative support duties related to asset or maintenance management; recording facility information (e.g., inventory and condition data) in a software system, such as the Facility Management Software System (FMSS); entering facility condition and inventory data in a software system; monitoring maintenance and asset documentation. You must include hour per week on resume.

Education:
Possess one full year of graduate study in a directly related field (for example, business administration or computer science) involving planning and providing administrative support services for a facility management operation. (One year of graduate education is 18 semester hours or 27 quarter hours). IMPORTANT - PLEASE NOTE: If you are using education to qualify you must document your course work and/or degree completed in your resume or other application materials you submit. You must submit a copy of your transcripts, or a complete list of college courses taken that identifies for each course the college or university, semester or quarter hours earned, grade received, and date completed. Experience: Possess one year of specialized experience equivalent to at least the GS-07 level in the Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position. Examples of specialized experience include, but are not limited to, the following: preparing and managing asset condition assessments for a park, recreational area, or similar facility by identifying, planning and recording in a software system, such as the Facility Management Software System (FMSS); documenting deferred maintenance, inventory, and condition data; developing and monitoring a facility management asset documentation process; assisting in project development through the use of an automated system such the Project Management Information System (PMIS). Equivalent Combination of Graduate Education and Specialized Experience: I do not have one year of specialized experience as described above or the education described above, but I have an equivalent combination of such education and experience. To combine education and experience, first take the number of semester hours (or equivalent) earned towards a graduate degree, in excess of 18 semester hours, and divide by 18 semester hours (or equivalent). Then take the number of months of fulltime experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Documentation for the Land Management Workforce Flexibility Act (LMWFA) eligibility, submission of ALL SF-50s and performance information for each period of temporary/term employment that qualifies for LMWFA.
