This position is located in the JFHQs directorate or division level office. The purpose of this position is to serve as the analyst and consultant for the management and administration of budget programs within the directorate/division. Serves as key coordination point for all budget requirements. This work requires knowledge and skill in the application of financial management, related laws, regulations, policies, acquisition, precedents, methods, and techniques of budget analysis and funds management.
Incumbent performs duties necessary to accomplish budget analyst and management functions and provide for customer services in support of budget programs essential to state Army or Air National Guard daily readiness missions.
Serves as the functional point of contact for day-to-day budget/financial issues. Works with Major Subordinate Commands (MSC) and budget office counterparts to obtain, monitor, and track organization's funds.
Performs budget formulation work involving review and preparation of budget estimates and financial plans. Reviews and analyzes budget requests submitted by organizational activities to ensure their consistency, accuracy, and adherence to instructions.
Performs budget execution and administration work involving the monitoring of obligations incurred and the actual expenditures of funds. Monitors, tracks, and reviews obligations, expenditures, reimbursable orders, and requests for allotments, identifying and reporting differences that are not in keeping with annual work plans.
Provides advice, assistance, and guidance on budgeting and related information and conducts analyses, reviews and special studies of budget and/or related information. Provides advice on budget and related matters such as types of funding available, effects of budgetary changes on related activities, and status and use of funds.
Uses budgetary and other automated system(s) and computer-generated products in accomplishing budgeting/funding assignments. Performs quality checks of organization's automated system database information, working with appropriate point of contact to resolve any significant problems.
GS 11
This position is located in the Army Comptroller Division in the US Property and Fiscal Office
(USPFO). This is an Army National Guard Dual status technician position. Dual Status technician require military membership, compatible military skill assignment and classification. The primary purpose of this position is to provide management oversight and guidance to the budget formulation and execution process.
Provides management oversight to the budget process, including planning, programming, budgeting, allocation and execution of funds. Reviews annual appropriation and authorization legislation to determine congressional intent.
Certifies funds and coordinates the receipt of Funding Authorizations Documents (FADS) for the state ARNG Comptroller. Develops, coordinates and distributes Funding Allocation Targets to division and PM accounts using the State Automated Budget System and the State Accounting and Reservation System.
Prepares quarterly resource management reports, monthly analysis of financed orders in relation to forecasting expenses and provides narrative explanation of the causes of variances between actual and budget objectives. Develops supplemental guidance and instructions for operating officials on the preparation and submission of budget estimates and ensures a comparable level of funding to estimates and requests.
Reviews transactions including reservations, obligations, and disbursements based on interpretation of laws, regulations, or policy. Responsible for reprogramming and migration of congressional interest program funds based on Program Budget Advisory Committee (PBAC) decisions and changing needs of various organizations.
Provides technical budgetary advice and assistance to federal and state agencies as requested. Works with other Department of Defense (DoD) components to establish business practices to enhance mission accomplishment.
Independently develops and implements guidelines and policies as well as management controls for effective budget execution. Exercises primary oversight of program manager appointments and delegations of authority.

MILITARY GRADE:E5-O3
