The Associate Chief Counsel, Finance and Management (F&M) organization supports the administrative, financial, and managerial programs of the Office of Chief Counsel and Deputy Chief Counsel on all management matters for the organization nationwide. F&M is also responsible for providing support services to all of Chief Counsel's field offices located in over 50 cities nationwide.

As a field Program Specialist in the Office of Chief Counsel (Finance and Management), you will be responsible for performing a variety of analytical, technical, and administrative duties and functions related to the operation and management of the Field. The following are the duties of this position at theGS-11. If you are selected at the lower grade level, you will have the opportunity to learn to perform all these duties and will receive training to help you grow in this position. The incumbent is responsible for applying policy and administrating programs in some or all of the following areas:

  • Budget tracking, projections and assessments of program financial efficiency
  • Procurement of office equipment, supplies and services
  • Library systems - maintaining systems for the efficient operation of the library in terms of acquisition, updates and deletions
  • Personnel
  • Expert Witness Services
  • Additional management functions including operation reviews, program evaluations, conducting special studies, and participating on task forces

To qualify for this position of Field Program Specialist you must meet the qualification requirements listed below by the closing of this announcement:

For GS-09:

Specialized Experience: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-7 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience is defined as: Processing transactions in and gathering/analyzing data from office-wide financial, procurement, and/or human resource automated systems; general knowledge of federal purchasing, procurement, and contracting guidelines and processes; experience providing high-quality customer service to a range of stakeholders in a geographically dispersed professional organization; experience serving on teams that review the efficiency and effectiveness of program operations.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).

OR

Education Substitution: You may substitute education for specialized experience as follows: master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration, Financial Management, or other related degrees.

OR

Combination of Education and Experience:
You may qualify by a combination of experience and education: Options for qualifying based on a combination are identified in the online questions.

For GS-11:

Specialized Experience: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-9 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience is defined as: Resolving issues involving financial, procurement, travel, and/or human resources transactions using automated administrative systems; applying federal acquisition, procurement, travel, and human resources policies, procedures, and regulations to provide guidance and recommendations; providing consultative customer service and technical assistance to managers, employees, and stakeholders in a geographically dispersed organization; and evaluating program operations, identifying trends or areas for improvement, and recommending or implementing process enhancements to increase efficiency and effectiveness.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).

OR

Education Substitution: You may substitute education for specialized experience as follows: master's or equivalent graduate degree OR 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration, Financial Management, or other related degrees.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume.

Time in Grade Requirement for GS-09: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).

Time in Grade Requirement for GS-11: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).

Education
