Duties

Help

- Responsible for the overall planning, coordination, and execution of assigned Test and Evaluation (T&E) and Training programs in accordance with AFMAN 13-212V1, local, wing, and higher-level guidance (DAF, DoW, federal, state)

- Lead a diverse team of military, civilian, and contractor personnel encompassing a wide variety of disciplines to include aircrew, data, logistics, communications, environmental, photographic, and target construction in development and execution of concurrent multi-range events

- Serve as the Test Area Control Officer (TACO) responsible for the command, control, and coordination of live test missions on the Utah Test and Training Range (UTTR) while in the Mission Control Center (MCC)

- Serve as Functional Specialist for range support contract(s). Participate in contract administration, ensuring compliance with contractual and funding processes/procedures used in the development and delivery of products and/or services.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes: knowledge of test and evaluation methodologies to develop and implement advanced or innovative modifications to standard accepted methods and practices of aircraft/weapon system testing, necessitated by unique limitations and requirements of operational testing. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of Air Force Test and Evaluation (T&E) and combat aircraft training program goals, objectives, and regulations as well as the relationship of the various commands and range entities involved in overall operation, planning, and execution of realistic combat training environment.

2. Ability to conduct, apply, and adapt qualitative and quantitative techniques to develop, adapt, modify and apply methods to solve Test and Evaluation (T&E) or Training program problems or define/develop alternatives.

3. Knowledge of DoW range management responsibilities, including environmental compliance, aircraft operations,
maintenance, industrial and physical security, range safety, and military use of airspace is required.

4. Ability to participate in project teams and originates new ideas and methodologies regarding operational management, planning, execution, and support. Ability to determine the means to execute operations within established regulatory, financial and time constraints.

5. Ability to research, analyze, and interpret high-level guidelines including general, DoW, Joint Service, military service, and FAA directives and instructions requiring considerable adaptation and/or interpretation for application to issues or problems.

6. Skill in communicating, both orally and in writing, to provide comprehensive wide-ranging information to other specialists; coordinate mission teams; negotiate complex, time-sensitive issues; provide informational briefings to include options and recommendations to higher level management; and establish and maintain effective and positive working relationships.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
