This position is being filled using Direct Hire Authority (DHA) authorized under the Department of War Civilian Acquisition Workforce Personnel Demonstration Project (AcqDemo) for position in the Business and Technical Management Professional Career Path (NH).

Incumbent typical work assignments may include the following:

  • Serves as the organization's principal authority on fiscal law, appropriations law, and financial management regulations (e.g. FMR, FAR).
  • Develops, writes, and maintains internal fiscal policies and procedures to ensure compliance with all statutory and regulatory requirements.
  • Serves as a senior advisor to senior leadership on the financial implications of strategic decisions and structuring of programs to ensure financial compliance.
  • Provides policy guidance on all phases of the PPBE process and reviews budget formulation and execution plans to ensure alignment with fiscal policy and appropriations law.
  • Develops and delivers training and guidance to staff on fiscal law and financial policies to promote a culture of compliance across TSUB.

Qualifications

In order to qualify for this position, you must meet the requirements described below.

You may qualify at the NH-04 Broadband level, if you fulfill the following qualification requirement:

One year of specialized experience equivalent to the NH-03 (GS-13) grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to Develop and maintain internal fiscal policies and analyzing issuances to ensure statutory compliance and assess impacts on organizational financial operations. Providing guidance of all phases of the Planning, Programming, Budgeting, and Execution (PPBE) process, including reviewing budget formulation and execution plans for strict alignment with appropriations and the proper use of funds. Serves as a advisor providing authoritative counsel on the financial structuring of strategic initiatives, and formulates solutions to resolve complex, cross-cutting fiscal policy and compliance issues. Providing binding interpretations on complex funding authorities and financial controls, while developing and delivering targeted training to promote a culture of financial compliance across an organization (e.g., TSUB).

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: Federal agencies treat active duty service member as veterans, disabled veterans, and preference eligible, when they submit, as part of their application package, a "certification" of active service in lieu of a DD-214, indicating the service member is otherwise eligible and will be discharged or released within 120 days from the date of submission..
