Duties

Help
  • Travels in and around locations across varying terrain to perform active operational intelligence gathering and intelligence operations within various operational/geographical areas that may range from neutral to hostile.
  • Develops, coordinates and implements ideas and detailed plans related to safe and secure travel to and from the operational areas.
  • Reviews and evaluates all intelligence information gathered/developed upon mission accomplishment.
  • Determines what mission information is appropriate and beneficial for integration into lessons-learned training, and how to present identified real-world scenarios in the most efficient, effective way possible.
  • Participates in the design, development and implementation of training and curriculum in accordance with established training standards, as well as active, on-going, operational intelligence gathering and intelligence operations.
  • Performs detailed review and analysis of HUMINT operations lessons learned to apply to the training and curriculum in coordination with the Joint Coordination Element (JCE) and with the approval of management
  • Implements a process for gathering data and incorporating input from the JCE and DoD HUMINT subject matter experts on training methods, standards, topics and skill sets required of graduates.
  • Makes presentations to senior DoD military and civilian visitors, other government officials, and leadership pertaining to advanced source operations training and curriculum
  • Works through leadership and with the JCE to develop and implement enterprise-wide knowledge of Military Source Operations training strategy to ensure compliance with established training standards and methods.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must be able to obtain and maintain a Top Secret security clearance based on a T5 investigation/Single Scope Background Investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
  • Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.
  • Must be willing to work overtime and irregular hours.
  • Must be able to obtain and maintain a valid state driver's license.
  • Must be willing to work in adverse environmental conditions.
  • Must execute a classified information Non-Disclosure Agreement.
  • Temporary duty (TDY) travel may constitute up to 30% of time within CONUS and/or OCONUS.
  • Two year trial/probationary period may be required.
  • Pre-employment physical is required
  • In accordance with DCHE M, Vol II 3301.002 and AR 381 100, the incumbent must comply with all Department of Defense and Department of the Army requirements for the HUMINT Instructor Certification Program. See Additional Information for more details.
  • May require extended (TDY) or worldwide deployments once every 60 months within CONUS and/or OCONUS.
  • Operational assignments may require participation in the DOD/DA Immunization program, to include live vaccinations as required by DOD/DA policy.
  • Operational assignments may require the incumbent to be able to wear personal protective equipment (PPE) or clothing such as boots, goggles, gloves, and other safety equipment as required.

Army DCIPS positions apply Veteran's Preference to preference eligible candidates as defined by Section 2108 of Title 5 U.S.C., in accordance with the procedures provided in DoD Instruction 1400.25, Volume 2005, DCIPS Employment and Placement.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.

To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job.
Specialized experience is defined as:
1. Experience severing as an advanced Human Intelligence (HUMINT) instructor, and as an operational Intelligence Specialist. AND
2. Experience in the design, development, and implementation of training and curriculum in accordance with established training standards, as well as active, on-going, operational intelligence gathering and intelligence operations.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-12).

NOTE: Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.

Selective Placement Factor: Per DCHE-M, VOL II 3301.002 and Army Regulation 381-100, eligible applicants must be a graduate of at least one Category 1 certifying HUMINT course. In order to verify applicants meet the selective placement factor, applicants are required to submit a copy of completed training certificate, DD 214s reflecting completion of the course via block 14 - Military Education, or signed completed Service School Academic Evaluation Report form. Those applicants that cannot provide the above required documentation because it contains classified information, will need to provide a memorandum of record that identifies the name of the course and dates completed; verification of course completion will be completed at time of selection. Failure to submit this required documentation will result in an ineligible rating.

  • In accordance with DCHE M, Vol II 3301.002 and AR 381 100, the incumbent must comply with all Department of Defense and Department of the Army requirements for the HUMINT Instructor Certification Program. Certification requires graduation from at least one Category I certifying HUMINT course. CAT I certification must be maintained through required sustainment training and participation in operational refresher activities, which are mandatory components of instructor certification and program accreditation standards.
