Help
  • Incumbent is responsible for the administration of the facility to include implementation of budgeting and financial management, personnel management, program operations, special needs, and compliance, among other tasks.
  • Serves as a first level supervisor for assigned staff. Supervises staff to include assigning work, conducting performance reviews and approving leave. Makes decisions on work and administrative issues presented by subordinate supervisors.
  • Ensures the implementation of a developmentally appropriate CYS program that promotes the social, emotional, physical, and cognitive growth of children and youth.
  • Provides program oversight and accountability for the performance of employees and the safety of children in accordance with Federal, DoD, Service, and local policies and standards.
  • Ensures the program complies with legal and regulatory requirements and meets customer needs. Prepares and executes Appropriated fund (APF) and Nonappropriated Fund (NAF) budgets for the center.

  • This position has been identified as having regular contact with children under the age of 18. In accordance with Section 231 of the Crime Control Act of 1990 (Public Law 101-647 codified at 34 U.S.C. § 20351) and DoD Instruction 1402.05.
  • Favorably adjudicated background checks are required.
  • Position is subject to immunization requirements as a condition of employment for working with children and youth.
  • Employee is required to obtain appropriate immunization against communicable diseases in accordance with recommendations from the Advisory committee on Immunization Practices (ACIP}, which includes the influenza vaccine.
  • Must pass a pre-employment physical and subsequent physicals, thereafter, provide evidence of immunization and be free from communicable disease.
  • Must complete all DoD and Service training requirements within the specified time including orientation, initial, and annual ongoing training requirements, and any required certifications.
  • Must maintain current CPR, First Aid, and Food Handlers certifications.
  • Must be able to follow verbal and written instructions and communicate effectively orally and in writing.
  • Tour of duty may include nights, weekends, and holidays.
  • Occasional indoor and outdoor field trips may be required.

Qualifications

Resumes must be two pages (or less). Resumes should clearly demonstrate the applicant's relevant experience, skills, knowledge and abilities as they pertain to this position.

A qualified candidate must possess the following:

Education: Bachelor's degree or advanced degree in child development, early childhood education, elementary or secondary education, home economics, special education, or other fields appropriate to the position.

For positions in Child Development Facilities: The education must have been in child development, early childhood education, home economics (early childhood emphasis), elementary education, special education or other fields appropriate to the position to be filled such as directly related behavioral science.

AND

Experience:

Candidate must also possess all of the following:
Minimum of 24 months experience working in group programs with children/youth as well as demonstrated knowledge in theories and principals of child/youth development, which must include 12 months of demonstrated experience in managing an entire cycle of operation of a CYS facility to include budgeting, facility management, supply management, program development, program implementation, curriculum oversight, hiring selections, training and supervision of personnel.

In addition to the above qualifications, candidates who possess the following qualifications will be considered "Highly Preferred" or "Best Qualified":

  • Resume displays knowledge of the Department of War Certificate to Operate Inspection Process
  • Resume displays knowledge of National Association for the Education of the Young Child (NAEYC)
  • Resume displays knowledge of the Classroom Assessment Scoring System (CLASS).

Education

Proof of education is required at the time of application. Note: Education must be directly related to the position to be filled. General Education courses do not count toward the credit total.

  • This job is open to candidates who live in the local commuting area (60 mile radius) of White Sands Missile Range, NM. (Military Spouse Preference (MSP) and Involuntarily Separated Military Preference (ISMP) eligible candidates are included in the area of consideration.)
