Help

Specific duties include:

  • Performs a variety of special tasks or projects in support of the Director, Deputy Director, Assistant Directors, Executive Management Officer, and Staff Chiefs, while providing assistance to leadership in analyzing current or new assignments, projects, and data to determine their impact on program operations and management, and participating in an administrative capacity in meetings as requested.
  • Gathers and organizes narrative and statistical information using generally advanced methods, techniques, and precedents requiring considerable adaptation and/or interpretation for application to administrative functions.
  • Participates in the monitoring, tracking and evaluation of Insurance metrics, operational/workload indicators and workload systems for Insurance Service.
  • Provides results of studies and analyses to inform and make recommendations for use by the leadership in maintaining efficient utilization of resources and effective, customer-oriented delivery of benefits and services.
  • Conducts briefings and prepares updates to keep Insurance Service leadership advised of project plans, progression, and to communicate findings and recommendations, as appropriate.
  • Plans, organizes and conducts operational analysis studies of Insurance Service to determine strengths, weaknesses and best practices.
  • Assists in coordinating, and executing activities associated with the Insurance program's procedural requirements and public affairs, to include both employee engagement and VBA-wide mandates.
Work Schedule: Full Time, Monday - Friday, 6:00 am - 6:00 pm

Telework: This position is eligible for situational (ad hoc) telework only. The selectee is required to report to the official duty station each scheduled workday. Telework may be approved only on a case-by-case basis with supervisory approval. Routine or recurring telework is not authorized for this position.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement: 07/16/2026.

TIME-IN-GRADE REQUIREMENT: Applicants who are current/former Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade (TIG) requirements.

  • For a GS-14 position you must have served 52 weeks at the GS-13 level.
The grade may have been in any occupation, but must have been held in the Federal service. A Standard Form 50 (SF-50) that shows your TIG eligibility must be submitted with your application materials.

Applicants must submit their most recent Notification of Personnel Action, SF-50:
  • Official SF-50 that shows you held the grade (or higher) for the full performance level of the position you are applying for, or
  • Official SF-50 that shows you held the next lower grade for at least one year for the position you are applying for. Multiple SF-50s may need to be submitted to show this.
Examples of appropriate SF-50s to include which show TIG requirements have been met include:
  • Within grade increases (WGI) at the highest grade held; or
  • Promotions with an effective date that occurred more than one year from the closing date of the job opportunity announcement; or
  • Most recent appointment
NOTE: Do not submit Award or General Adjustment SF-50s, as they do not provide sufficient information and will not be accepted for the purpose of verifying TIG.

SPECIALIZED EXPERIENCE REQUIREMENT: Applicants must have one (1) year of specialized experience equivalent to at least the next lower pay grade (GS-13) in the normal line of progression for the occupation in the organization.

Specialized experience is defined as:
  • Tracking and evaluating benefits metrics to manage operational/workload indicators for a benefits program.
  • Organizing narrative and statistical information using generally advanced methods to support executive leaders.
  • Conducting briefings for short and long term projects that include project plans, progression and recommendations that may impact implementation.
  • Communicating program requirements to external stakeholder that include collaboration with public affairs and other Veteran Organizations.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.

Physical Requirements: The work is sedentary. Typically, the employee may sit comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items such as papers, books, small parts; etc. No special physical demands are required to perform the work.

There is no education substitution at the GS-14 grade level.
