Summary

As a Senior Advisor, you will deliver counsel across sensitive matters, and emerging initiatives to the Assistant Commissioner.

Location of position: GSA, Public Buildings Service, Office of Portfolio Management. The position may be filled at any of the listed duty locations.

The Office of Portfolio Management is responsible for managing the real estate portfolio to meet our customers' housing needs.

As a Senior Advisor, you will:

  • Lead and guide the conduct of special, long and short-range management studies of major concern to the business line Assistant Commissioner, and responsible for their presentation and justification. Carry out special and controversial assignments directed by the Assistant Commissioner, including those arising from new legislation, program changes, or emergencies, which may result in organizational changes.
  • Lead and actively participate in national teams, impacting the national GSA organization and the PBS national strategic direction. Provide advice, assistance, and program/policy analysis and coordination on the affairs of PBS and GSA, participating in key policy decisions.
  • Apply a wide range of qualitative and/or quantitative methods to assess and improve program effectiveness, complex management processes, projects, and systems on a national scale, often devising new techniques and approaches in areas lacking established precedents.
  • Provide leadership, expert assistance, and authoritative advice on interpreting governing policy in PBS program areas. Ensure compliance with Federal laws and regulations and GSA policies and procedures. Lead and research sensitive, complex, or controversial issues.
  • Represent the PBS business line and the agency to external organizations, including customer agency heads, high-ranking government officials (judiciary and legislative branches), Federal union officials, and top management of public and private organizations. Represent the Assistant Commissioner at meetings.

The GS-15 salary range starts at $150,359 per year. 

To qualify, you must have at least one year of specialized experience equivalent to the GS-14 level or higher in the Federal service. Specialized experience is:

  • advising leadership on strategic initiatives and policy development using project management principles;
  • conducting management studies to improve business operations; coordinating cross-functional teams on complex or sensitive projects;
  • engaging with federal agencies and external stakeholders to resolve program issues;
  • and delivering persuasive briefings to influence senior-level decision-making.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

A panel of Subject Matter Experts (SMEs) will review theapplication of qualified candidates and assign a score for each of the five required Knowledge, Skills, and Abilities (KSAs) based on the experience documented in the resume and narrative responses.

  1. Expert knowledge and demonstrated experience applying advanced management and organizational principles and practices along with the ability to develop long-range (5 year) and short-range plans consistent with agency program policies and objectives.
  2. Expert knowledge and demonstrated experience executing on organizational priorities, including decision making, or recommendation development, and the interpretation or development of important processes.
  3. Expert knowledge and demonstrated experience employing a wide range of qualitative and/or quantitative methods to assess and improve or program effectiveness or improve complex management processes.
  4. Utilization of a working knowledge of governing laws, regulations, methodologies and/or policies to provide sound and authoritative guidance on all issues related to program areas.
  5. Expert skill and demonstrated experience  in anticipating and understanding the stakeholder's perspective and using expertise to provide innovative solutions which facilitate the accomplishment of Federal agencies' missions and ensure stakeholder satisfaction.
