As a Senior Realty Specialist (Acquisition), you will perform the full range of acquisition, assignment, and utilization work for realty projects.

Location of position:
GSA Public Building Services (PBS), Office of Leasing (OoL)

The OoL is responsible for supporting federal agencies in accomplishing their missions by delivering leased space timely at the best value, with high-quality workplace solutions.

Duties

Help

  • Acquires sites, buildings, easements and other rights; grants and administers permits/licenses in conjunction with real property acquisition. Executes administration of relocation benefits under the Uniform Relocation Act.
  • Serves as a senior technical specialist for the realty programs. Serves as Site Investigation Team leader or member, providing organization, planning, management and leadership of interdisciplinary teams for the purpose of investigating and selecting sites for the construction of new Federal buildings. 
  • As a Lease Contracting Officer with an unlimited warrant to perform the full range of acquisition, assignment, and utilization work for realty projects, national policy, national program support including but not limited to site and real property acquisition and relocation.
  • Provides guidance, assistance, and advice on current procedures and practices to internal customers and stakeholders. Assists in analyzing the effect of proposed program, policy and legislative changes, as well as capital program projects. 
  • Provides expert technical advice on specific tasks, furnishing written instructions, reference materials and relevant background materials to associates; maintains current knowledge and answers questions from associates on procedures, policies and directives, obtaining information from the supervisor regarding final decisions on major problems and issues that arise.

The GS-14 salary range starts at $127,829 per year.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service. Specialized experience is experience applying Federal, commercial and/or corporate realty laws, regulations, and practices in performing one or more of the following:

  • Project management or lead responsibility in performing real property exchange, relocation, disposal or site acquisitions for Government property; project management or lead responsibility for executing and completing large complex disposal projects;

  • Developing and implementing program policy, guidance, or best business practices for asset utilization, appraisal, disposal or site acquisition

  • Managing, supervising, or leading a team performing long and short range real property asset utilization reviews and studies;

  • Preparing and managing short and long range plans and strategies for site acquisitions or disposals; or

  • Developing, managing, administering and/or negotiating contracts for real property utilization studies, appraisals, disposals or site acquisitions.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

A panel of Subject Matter Experts (SMEs) will review theapplication of qualified candidates and assign a score for each of the five required Knowledge, Skills, and Abilities (KSAs) based on the experience documented in the resume and narrative responses.

  1. Knowledge of Federal laws, such as the Uniform Relocation Act, regulations, and portfolio management policies applicable to the acquisition and development of real property for Federal use.
  2. Knowledge of qualitative/quantitative methods associated with selection and comparison of sites, structures, or other acquisition activities, as well as knowledge sufficient to develop and review working documents related to related transactions.
  3. Knowledge of real property acquisition regulations, administration procedures and practices, Privacy Act, applicable OMB circulars and directives pertaining to realty services business practices, and other realty services agency regulations and procedures.
  4. Knowledge of the real estate programs, with emphasis on real property acquisition to be able to answer questions on procedures, policies, directives, etc. both internally and externally.
  5. Skill in written and oral communications is to develop, prepare and present analytical reports or briefings of findings and recommendations; to present sensitive recommendations to higher authority, to communicate policy, decisions and actions to stakeholders and the public, to obtain compliance with policies from activities; to articulate positions/policies of vast technical complexity and to represent the agency on task forces.
