This position is located in the Bureau of Human Resources, Office of Talent Services (HR/TS).

The Records and Information Management (RIM) unit is responsible for establishing Department policies and procedures for the management and disposition of official employee human resource records and related data for civil service and foreign service employees. RIM provides day-to-day maintenance of employee records and oversees the design, development, testing, and implementation of HR databases.

Help
  • Advises on the governance, lifecycle management, and lawful disposition of official personnel records and human capital data across domestic and overseas operations.
  • Oversees the design, execution, and continuous improvement of enterprise human capital records and information management programs that ensure full compliance with statutory and regulatory requirements.
  • Leads the formulation, interpretation, implementation, and enforcement of Department-wide records program policies governing records and information management.
  • Manages the integration of advanced data analytics platforms, business intelligence tools, and performance measurement dashboards.
  • Plans, organizes, and directs the work of the unit, establishing organizational priorities, allocating resources strategically, and ensuring alignment with Department-wide mission objectives and the Bureau's annual performance plan.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement. 

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:

  • Experience leading projects to implement records and information management programs and policies;
  • Experience conducting program evaluations and risk assessments to identify vulnerabilities in records lifecycle processes, data integrity protocols, and regulatory compliance posture; and
  • Experience developing recommendations for records management modernization initiatives.

There is no substitute of education for specialized experience for the GS-14 position. 

In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:

  • Ability to assign, review, and supervise the work of others;
  • Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances;
  • Ability to adjust to change, work pressures, or difficult situations without undue stress;
  • Willingness to consider new ideas or divergent points of view; and
  • Capacity to "see the job through."

If you are selected, you will serve in either a temporary promotion or a detail.

If this position is at a higher grade than your current grade, the assignment will be a temporary promotion which will be processed for a period not to exceed one year. It may be extended up to four additional years without further competition, for a total of five years.

If you are already at the same grade as this position, your assignment will be a detail which will be processed for a period not to exceed 120 days, and may be extended in 120 day increments. While on the detail, your salary will not change.

You may be returned at any time to the position from which you were temporarily promoted or detailed, or to a different position of equivalent grade and pay.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

The evaluation process consists of the ApplyGov Competency Based Assessments for which applicants will be assigned a score between 70 and 100. A resume review will be conducted for minimum qualification requirements, as described in the “Qualifications” section of this announcement, of applicants found to be among the top qualified candidates based on assessment scores.  Resumes longer than two pages will be deemed ineligible and will not be considered further.

Your score from the Supervisory assessmentwill remain on file for 180 days, allowing you to apply for multiple DOS-announced positions without needing to retake the assessments.
