As a Human Resources Specialist (Recruitment & Placement), you will:

  • Conduct job analyses and collaborate with hiring managers to identify position requirements, develop assessment criteria, and support recruitment activities.
  • Provide guidance to managers and employees on federal staffing procedures, qualification requirements, hiring authorities, and recruitment options.
  • Prepare recruitment packages and coordinate staffing actions to support the timely filling of positions across the organization.
  • Review and process personnel actions, including pay-setting activities and related transactions, to ensure compliance with applicable laws, regulations, and policies.
  • Research and interpret federal personnel regulations, maintain staffing records, and utilize HR information systems to support personnel processing and reporting.

The ideal candidate is a collaborative HR professional with experience in federal recruitment and placement. You enjoy working with managers to identify hiring needs, develop effective assessment strategies, and navigate federal staffing processes. You are skilled at interpreting personnel regulations, providing practical HR guidance, and supporting personnel actions with accuracy and attention to detail. Most importantly, you are customer-focused, adaptable, and committed to helping the organization attract and hire a talented workforce.

CONDITIONS OF EMPLOYMENT:

  • SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.
  • GOVERNMENT TRAVEL CARD: This position involves travel.  A government contractor-issued travel card will be issued and must be retained for official business only.
  • BACKGROUND INVESTIGATION: A background security investigation is required for all selected individuals. Appointment will be subject to the applicant’s successful completion of the security investigation and favorable adjudication. Failure to meet these requirements will be grounds for termination.
  • PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed).
  • TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
  • DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience requirements. consideration.

To qualify for the Grade 12, you must have at least one year of experience equal or equivalent to the GS-11 it must include:

  • Experience performing recruitment and staffing functions, including analyzing positions and workforce needs, developing applicant assessment criteria, preparing recruitment packages, and providing consultative guidance to managers throughout the hiring process.
  • Experience providing advisory services to managers and employees regarding staffing strategies, qualification requirements, hiring authorities, and recruitment flexibilities.
  • Experience researching and interpreting federal personnel regulations, processing personnel actions, and ensuring compliance with applicable laws, regulations, and policies.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Recruitment/Placement - Knowledge of HR concepts, principles, and practices related to identifying, attracting, and selecting individuals and placing them into positions to address changing organizational needs.
  • Human Resources Management - Knowledge of federal HR laws, regulations, policies, and procedures governing
    staffing, classification, pay, benefits, employee relations, and performance management.
  • Ability to Interpret and Apply HR Regulations - Ability to independently research, interpret, and apply federal HR
    guidance to complex personnel actions.
  • Database Management Systems - Knowledge of the uses of database management systems and software to control the organization, storage, retrieval, security, and integrity of data.
  • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 

For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).  Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.
