Duties

Help

  1. Accountability: Implements management controls for munitions assets, records munitions transactions, processes expenditures and managing allocations, stock levels, inventories, requisition, and disposition of munitions.
  2. Munitions Storage: Warehouses munitions stocks, maintains storage area infrastructure and facilities, vehicles, and equipment to ensure mission support.
  3. Munitions Support Equipment: Performs and certifies, armament and support equipment serviceability inspection.
  4. Conventional Munitions Maintenance (CMM): Assembles/Disassembles, performs maintenance/test & repair, handles and transports ammunition, squibs, inert unguided and guided weapons and inert countermeasures, demolition material, and other types of inert conventional ordnance.
  5. Utilizes safety practices and tool control procedures to maintain a safe and clean work area. Strictly adheres to safety procedures, regulations and promptly reports any observed or identified violations in accordance with established guidelines.

  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968.
  • An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • The incumbent may be required to fly in military and/or commercial aircraft to perform temporary duty assignments (TOY) away from the normal duty station.
  • Incumbent may be required to secure a valid state, commercial driver's license with hazardous materials endorsement.
  • The incumbent may be required to work overtime to meet workload demands. May be subject to shift work and uncommon tours of duty.
  • Performs other duties as assigned.
  • A pre-employment physical is required for this position.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions, General Supply Series, 2001.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes practical knowledge of Air Force property accounting, munitions materiel management, and DoD supply policies to manage munitions assets, process expenditures, and direct custody account Peacetime Conventional Ammunition Requirements (PCAR) forecasts; knowledge of and proficiency in automated materiel accounting systems, specifically the Agile Munitions Support Tool (AMST) and the Accountable Property System of Record (APSR), to perform system administrator roles, update allocation records, and initiate corrective actions for accountable balance discrepancies; knowledge of munitions storage and warehousing principles, including explosive compatibility standards, net explosive weight limits, and master storage plan development to preclude safety violations; knowledge of mechanical and electrical maintenance practices to perform, certify, and troubleshoot armament and support equipment (MMHE/NCE), applying specific quality assurance procedures, wiring schematics, and technical orders (TCTO); and knowledge of safety, environmental, and hazardous waste regulations (OSHA, AFOSH, SOS) related to handling explosives, securing ordnance for transportation, and controlling EPA-compliant materials. EDUCATION:
I have successfully completed a master's or equivalent graduate degree or two (2) years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D.,(if related) in a field related to the position being filled. Education at the graduate level must have been obtained in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. NOTE: You must submit a copy of your transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION:
A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. Note: You must submit a copy of your transcripts.


FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Comprehensive knowledge of ordnance systems maintenance, explosive safety, security, inspection, storage, accountability, transportation regulations/rules, practices, procedures, principles and policies.
  • Knowledge of maintenance methods and procedures to troubleshoot, repair, rebuild, perform testing, and install a variety of aircraft, demolition, and base defense ordnance systems containing a number of interrelated devices related to more complex ordnance equipment.
  • Knowledge and ability to operate automated and manual computer systems operations including the APSR, AMST, MIS, AF MC2, JHCS, WEBFLIS, TICMS, G081 and ELMS.
  • Ability to read and autonomously interpret technical orders, technical manuals, blueprints, schematic drawings, manufacturers' manuals, maintenance bulletins, and to use complex shop mathematics and handbook formulas to complete work. Skilled in use, principles, concepts and methodology of standard hand and power tools of the electronics and electro-mechanical trades, general maintenance practices, repair capability and skill to apply the data.
  • Knowledge, experience and skill to work independently and make independent judgment/decisions related to accepted maintenance shop practices, processes, and procedures within the framework of oral or written instructions.
  • Perform, plan, crew chief and carry out work assignments utilizing appropriate technical references, suitable tools, equipment, and materials required to complete the assigned tasks.
  • Capability to develop, plan, organize and train to the Combat Munitions Training (CMT) program encompassing resources requirements, developed lesson plans, CFETP and AFQTP requirements and schedules/conducts specialized training.
  • Knowledge in performing configuration changes, and deviation from standard work practices to obtain dimensional accuracy, system performance, or equipment reliability using expertise, focused attention and visual coordination. Proficiency in planning and lay out the repair sequence, and complete the modification, repair, and installation of ordnance in the SRAN inventory.
  • Ability to troubleshoot, and perform general maintenance on assigned MMHE supporting repair, replacement and TCTO compliance; includes safe operation of various light and heavy machinery and vehicles.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
