These positions can be filled in any of the following TIGTA locations:Atlanta, Brookhaven, Chicago, Cincinnati, Denver, Fresno, Kansas City, Memphis, New York City, Ogden, Philadelphia, or Washington, DC.

The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

  • Prepare Memorandums of Activity (TIGTA Form OI 2028-M) of lead analysis and determines whether IRS employee's actions establish probable cause that misconduct occurred.
  • Monitor, review, and update assigned national and local investigative initiatives to determine whether initiatives are generating productive leads of IRS employee misconduct. Take action when necessary to modify the investigative steps to ensure productive leads are generated or makes recommendations to the supervisor when the initiative is no longer productive.
  • Identify and develop new scenarios for detecting IRS employee fraud and misconduct perpetrated through the use of IRS computer systems.
  • Complete multiple assignments with required timeframes or participates in one or more non-project related activities that further the mission, goal and objectives of TIGTA while successfully completing primary assignments, e.g. teach team members higher level skills, such as effective analysis of risk factors involving IRS strategies, performance results, and key accountability controls systems.
  • Prepare and conduct briefings on new analytical techniques or IRS employee fraud detection scenarios to other investigative analysts, management, TIGTA SACs, and or Office of Investigations executives. Serve as a technical expert to management and other senior agents on critical operations.

Qualifications

You must meet the following requirements by the closing date of this announcement.

Specialized Experience:
Specialized Experience for the GS-13, you must have one year (full 52 weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position is defined as:
- Applying investigative procedures and techniques in order to analyze research or evaluate information; AND
- Performing investigative analysis based on information received from multiple sources; AND
- Reviewing and evaluating data, material, documents and databases to develop investigative leads; AND
- Developing, writing, and editing investigative reports and related correspondence.

Specialized Experience for the GS-12, you must have one year (full 52 weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position is defined as:
- Applying investigative procedures and techniques in order to analyze research or evaluate information; AND
- Performing investigative analysis based on information received from multiple sources; AND
- Reviewing and evaluating data, material, documents and databases to develop investigative leads.

Specialized Experience for the GS-11, you must have one year (full 52 weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-9 grade level in the Federal service. Specialized experience for this position is defined as:
- Applying investigative procedures and techniques in order to analyze research or evaluate information; AND
- Assisting others with investigations.

OR
You may possess a Ph.D. or equivalent doctoral degree, or three full years of progressively higher-level graduate education leading to such a degree or LLM, if related. Only graduate level education in excess of the first two years 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.
OR
You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent.

Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13, you must have been at the GS-12 level for 52 weeks.
For the GS-12, you must have been at the GS-11 level for 52 weeks.
For the GS-11, you must have been at the GS-9 level for 52 weeks.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

Education

The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the OPM instructions.

CONDITIONS OF EMPLOYMENT (CONTINUED):
  • A probationary or trial period may be required. Continued employment is contingent upon supervisory certification that continued employment will benefit the Federal Service; the certification will occur no less than 30 days before the end of the probationary/trial period.

  • Public Trust - Background Investigation will be required.
