Major duties include:

  • Ensures that development and deployment of resources are optimally managed and administered to produce the best architecture products on time and within budget
  • Assists the Director with managerial and program management aspects of the office including planning, budgeting and architecture control mechanisms
  • Manages shared architecture resources across all projects administered by VHA and/or directed by VA or Federal partners
  • Identifies and develops project and architecture management methodology and best practices and standards for team use
  • Works with program architecture analysis and the design and programming of large architecture databases and complex multi-site, multi-source architecture datasets
  • Manages, oversees and leads all architecture portfolio work, to include all teaming engagements
  • Represents the group consensus and conveys the unit's findings, architecture products and recommendations in meetings and communication with other leaders, architects, program offices and customers on issues related to or that have an impact on objectives, work products and/or tasks
  • Communicates to the unit the assignment, project, problem to be solved, actionable events, milestones, and/or architectural issues under review
Specific Assignment duties include:

Lead Architecture Design Manager: The Business Architecture (BA) Data Analytics and Design Architecture unit provides operational support across BA related to Health Enterprise Architecture Design and Analysis. This position enables BA units to operate and perform their work in an efficient manner by providing industry best practice architecture design concepts and approaches thereby ensuring consistency, accuracy, and accessibility of value add data content across the various tools, databases and datasets in use. The lead of this unit shares industry and Department of Veterans Affairs (VA) best practices in enterprise architecture, business architecture, business requirements, business process and information architecture, and health information technology (HIT), with the goal of attaining proper alignment among these areas. Responsibilities include: (1) Inform and maintain various architecture frameworks and perspectives (2) Perform mappings and associations of Health Architecture components, products and services within an architectural framework (3) Identify, collect, and maintain the relationships and connections of components contained within the architectural framework (4) Maintain the VHA Health Architecture Repository (HAR) of selected business architecture artifacts and mappings (5) Create architectural visualizations to communicate and promote architecture value (6) Support VHA IT and non-IT governance through the production of architecture-based products and reports (7) Provide Enterprise Architecture Design insight, (8) Focus on Business Value, (9) Perform Ad-Hoc Assessments and Enhancements, (10) Formulate Architecture Requirements

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/10/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 14 position you must have served 52 weeks at the GS 13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Selective Placement Factor: Must have experience in the performance of a Business Architecture discipline, to include oversight and delivery of data or process architecture products.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS 13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
    • Leading or supporting enterprise, business, or health architecture initiatives that align organizational strategy with mission objectives.
    • Developing, evaluating, and implementing architecture strategies, governance processes, and program management methodologies to improve organizational performance and operational effectiveness.
    • Planning and conducting architecture reviews, program evaluations, studies, and special projects to assess the effectiveness and efficiency of healthcare, administrative, or business operations.
