The successful candidate will review applications for licenses to export or import nuclear materials or equipment to determine compliance with appropriate rules and regulations of the Commission. The successful candidate will prepare correspondence to licensees and Federal agencies, assist senior staff in analyses and Commission papers on export and import applications, and other licensing related matters.
Such duties include but are not limited to:
· Responsible for the review of license applications and communications pertaining to export and import of nuclear materials and equipment. Participates in determining the adequacy of information presented in license applications as required to meet regulatory and statutory requirements.
· Maintain liaison with NRC offices, Department of State (DOS), Department of Energy (DOE), Department of Commerce (DOC), and other Federal agencies.
· Review and evaluate licenses for accuracy and conformance to all licensing conditions, regulations, U.S. policy and statutory requirements. Communicates with license applicants and representatives of other governments to obtain any information necessary to complete licensing reviews. Take appropriate action to issue licenses or prepare staff recommendations to the Commission.
· Assist senior staff, the Branch Chief and the Director in developing recommendations for proposed rules and legislation effecting changes in export/import licensing review requirements, procedures and programs.
· Provide an oversight and enforcement function of active export and import licenses. Specifically, review and evaluate reports of advanced notice of shipments of byproduct material and export licenses of special nuclear material and source material exports and imports reported to the Nuclear Material Management and Safeguards System.
· Acts as liaison on nuclear exports and imports with the Office of Nuclear Materials Safety and Safeguards (NMSS), DOS, DOE, DOC, the International Atomic Energy Agency (IAEA) and other systems users for reporting and data collection and for the maintenance of the international tracking system for nuclear material.

Qualifications
In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector.
SPECIALIZED EXPERIENCE is defined as: experience of the licensing policies and procedures in order to determine compliance with appropriate rules and regulations of the Commission or experience and general knowledge of fuel cycle activities and assists senior staff in developing recommendations for proposed rules and legislation.
The ideal candidate will be able to demonstrate the following:
Demonstrated knowledge of the physical sciences and the nuclear fuel cycle sufficient to understand a variety of technical terms and considerations encountered in assigned export/import licensing tasks. [Describe education, training and/or experience in applying these physical sciences].
Demonstrated knowledge of U. S. nuclear trade and non-proliferation policy and nuclear export relations with other countries. [Describe experience or training in U.S. nuclear trade and export policies].
Demonstrated experience in performing independent evaluations and reviews of licensing issues and nonproliferation-related activities. [Describe experience or training in licensing, including, evaluations and analysis of licensing issues that you have performed.].
Demonstrated ability to communicate effectively both orally and in writing. Ability to articulate complex issues in simple and clear terms. [Describe experience in applying written and oral skills, both internally and externally.]
