Help

The duties include but are not limited to:

  • Interacts with Facility Executives and Service Line Managers and other training representatives to create learning items and events in the TMS.
  • Ensures that all training items, curricula, and offerings are accurate; compliant with all government standards (i.e. 508 Compliance) and Continuing Education Units and Continuing Medical Education events, where applicable.
  • Works with the VISN TMS Administrator and other VISN Domain Managers to ensure that necessary on-line training is placed in the TMS.
  • Uses Assignment Profiles to create automated assignments of appropriate training to local users.
  • Manages and/or creates TMS accounts for new employees prior to being visible in PAID under the auspices of Human Resources.
  • Verifies database information in the TMS, maintains local reference tables for T&Ls, Organizations, etc.
  • Monitors "External Events" entered into the TMS, monitors user accounts for completeness and activity.
  • Utilizes both the TMS Administrator website and the TMS Profile Maintenance website to manage the facility TMS needs.
  • Ensures that Tier 1 Administrators have the training, resources and support needed to sustain the TMS users within their respective Service Line or Department.
  • Provides regular training to administrators delivering new information, resolving questions, and increasing technical skills.
  • Assists users with logging on to TMS to complete training, ensures all completed training is properly recorded in the TMS.
  • Assigns mandatory training to staff (or assures that assignments were made from VISN or VACO levels.) Develops, revises, or adapts courses and instructional materials and guides for placement on the TMS.
  • Runs regular training reports on mandatory training compliance and communicates levels of compliance to staff, executives, VISN and VACO entities requesting such data.
Performs other related duties as assigned.

Work Schedule: Monday through Friday, 7:00am to 3:30pm.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/17/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06, in the normal line of progression for the occupation in the organization. Examples of specialized experience which demonstrates the knowledge, skills, abilities (KSA) would typically include, but are not limited to:

  1. Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s).
  2. Supervising or administering a training program.
  3. Development or review of training/course materials, aids, devices, etc., and evaluation of training results.
  4. Work in the occupation or subject-matter field of the position to be filled requires training or instructing others on a regular basis primarily involving developmental or evaluation of training materials, responsible for implementing, coordinating, delivering developed training programs, and contributing to the development or evaluation of training materials.
Preferred Experience: Previous TMS DM experience.
