Duties

Help
  • Administer accounting systems for managing funds and the adaptation of current or proposed systems and processes.
  • Monitor control of funds controls to ensure the proper accounting treatment of financial transactions.
  • Serve as an organizational financial expert for Enterprise systems such as Defense Agency Initiative (DAI), General Fund Enterprise Business System (GFEBS), and the Defense Travel System (DTS).
  • Recommend how to reallocate resources to improve productivity within assigned resources.
  • Provide guidance to management regarding how to use funds in a more cost effective manner in support of their goals.
  • Integrate analytical activities related to cost management.

  • This position is designated Tier 5, Special Sensitive, High Risk and the incumbent is required to obtain and maintain a Top Secret Security Clearance Level with Sensitive Compartmented Information (SCI) access as a condition of employment.
  • Incumbent may be required to travel outside of the assigned area up to approximately 10 percent of the time.
  • Certification Level 2: THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position.
  • Designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d.
  • Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program.
  • This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
  • SCW: SC441 - This is a Non-Key Security Cooperation (SC) position based on the duties and responsibilities. The position requires DoD SC Workforce (SCW) Certification.
  • The incumbent must complete certification-related training requirements in the SC Area of Concentration (AoC) within the timeframe associated with the position’s SCW certification level:
  • SC Execution Support Management (AOC) Basic Level --1 year (Basic); 3 years (Intermediate); 5 years (Advanced);
  • and --Complete certification-related continuous learning requirements in accordance with the National Defense Authorization Act (NDAA) 2017, Title 10 United States Code, Section 384.
  • Incumbent(s) of this position is required to comply with all Department of Defense, Defense Security Cooperation Agency, and Department of the Army requirements of the SCW certification program.
  • In accordance with DoDM 8140.03 and supplemental Army guidance, the employee must obtain and maintain the following requirements for each Cyber work role (except Data, AI, and/or Software Engineering) at the assigned proficiency level:
  • 1) Foundational qualification requirements within 9 months, 2) Resident qualification requirements within 12 months, 3) 20 hours of Continuous Professional Development (CPD) per work role code (which can overlap).

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes 1). Monitor program budget functions to ensure proper execution of funds; 2). Provide recommendations to management regarding the reallocation of resources to improve internal productivity; and 3). Process funding transactions using financial government computerized, web-based applications to accurately disperse monetary allocations.
This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

OR

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: finance and/or accounting.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
