Duties

Help
  • Develops, deploys, maintains, and administers data pipelines and enterprise data engineering solutions.
  • Designs and integrates ETL workflows using tools and languages such as Python, AWS, Azure, and Apache Spark to clean, blend, join, and transform datasets.
  • Defines requirements and supports data structure design, development, implementation, and maintenance for FSIS data systems.
  • Serves as a point of contact, liaison, facilitator, and SME for requirement gathering, standards enforcement, modernization efforts, and data platform administration.
  • Participates in and leads requirements analysis and refinement sessions; resolves requirement conflicts and ensures clarity, completeness, and consistency.
  • Leads daily Scrum meetings, plans sprints, tracks and reports agile metrics (e.g., sprint velocity), and demonstrates product capabilities to customers and FSIS leadership.
  • Meets with customers to gather requirements for existing and new implementations.
  • Collaborates with senior staff, Project Management, Architecture, Enterprise groups, and external FSIS stakeholders to design and implement data warehouse and data lake solutions.
  • Provides subject-matter expertise in enterprise and emerging data management technologies, including data orchestration and data engineering/analytics.
  • Ensures data and index integrity; performs data validation across multiple datasets.
  • Establishes, implements, and oversees Standard Operating Procedures (SOPs) for data platform administration and data management technologies.
  • Ensures business requirements are documented and tested.
  • Serves as liaison between OCIO system developers and business stakeholders for business application requirements.
  • Creates, edits, maintains, and reviews SDLC documentation.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and competency proficiency as defined below.

FOR GS-13 CONSIDERATION: Applicants must have one year of specialized experience at the GS-12 grade level in the Federal service or equivalent responsibility in the private sector/pay systems. This specialized experience must include all the following:

  • Experience with the principles and methods to identify, analyze, specify, design, and manage functional data and data lake infrastructure requirements; includes translating data requirements into technical requirements used for logical design or presenting alternative technologies or approaches.
  • Experience working on a Cloud data lake and/or Data warehouse.
  • Experience with building data pipelines / ETLs using tools and languages such as python and Apache spark.
  • Experience leading Scrum and/or Agile meetings and tracking agile metrics.

In addition to the above specialized experience requirements, applicants will undergo a structure resume review to determine whether they meet the Individual Occupational Requirements (IOR) of the 2210 series. Successfully completing the 2210 series USAHire assessment with a passing score will be used as proof of possessing the necessary proficiency in the following competencies: Attention to Detail, Customer Service, Decision Making, Interpersonal Skills, and Teamwork. A panel of subject matter experts will review your resume to determine if you meet the minimum proficiency level (as defined by the 2210 series IOR) for the following competencies:

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
