Duties

Help

  • Oversees curricula for child development centers, family child care programs, school-age, youth programs and other unique children's programs.
  • Provides supervisor with program data for various statistical reports and creates a work environment that supports ongoing professional development and continuous quality improvement through observation, coaching, mentoring, collaborative learning, training and reflective practice.
  • Supports children who may have special needs or complex behaviors.
  • Develops plans to improve overall operations, correct identified deficiencies, and enhance developmental programs and services.
  • Establishes, develops, and maintains effective working relationships with agencies on and off the installation.

  • The work will require the employee to drive a motor vehicle. An appropriate, valid driver's license will be required for the position. An annual driving record check is required.
  • Incumbent must be able to obtain ServSafe Food Handler's, First Aid, and Cardiopulmonary Resuscitation (CPR) certifications and complete additional training requirements.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions located here.

GENERAL EXPERIENCE: Applicants must have at least 3 years of general experience, of which at least 1 year of experience is equivalent to at least the next lower broadband NH-01, equivalent to the next lower grade (GS-04) to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Such experience would be described as assisting with the development, implementation and overseeing all elements of children's developmental program activities to include environment, equipment and experiences within the context of supportive interactions and positive child and growth development for infants, (pre) toddlers, preschoolers, school-agers, youth and children with special needs; awareness of child care regulation requirements, policies and public law and being able to communicate them.

EDUCATION: Successfully completed 4 years course of study leading to a bachelor's degree. NOTE: YOU MUST SUBMIT COPIES OF YOUR OFFICIAL TRANSCRIPTS.


AND

Bachelor Degree in child development, early childhood education, home economics (early childhood emphasis), elementary education, special education, or other fields appropriate to the position to be filled.

or

Combination of education and experience -- courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above.

Ideal Candidate:
Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included or was supplemented by major study in child development or early childhood education. Qualification as an NAEYC Pedagogical Administrator. Experience in Air Force Child and Youth Programs. Expertise in NAEYC and Social Current accreditation. Red Cross CPR/FA/AED instructor or eligible. Ability to drive a government vehicle on and off base.


KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

    1. Professional knowledge of the principles, theories, concepts, and practices of early childhood development and youth development encompassing infant through school-age, youth and teens and child and youth development theories, methodology, and practices.
    1. Knowledge of child care regulation requirements and policies.
    1. Skill in developing curricula which supports physical, emotional, social, cognitive development of children and youth. Skill in developing supports that accommodate children with special needs and children with challenging behaviors.
    1. Skill in developing, adapting, and providing training to staff members, volunteers, family child care providers and parents, as well as food service and administrative staff.
    1. Skill in the administration and interpretation of the environmental, program, and child abuse probability assessments.
    1. Ability to effectively communicate, both orally and in writing


PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
