Duties

Help

As a Management and Program Analyst, you will perform the following duties:

  • Supports the Program/Project Manager and communicates with the P/PM team, vendors, Operating Units, organizational leadership and other stakeholders regarding assignments, change management, project activities, problems to be solved, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion.
  • Creates and maintains reports reflecting estimates from the last monthly status reports and actuals from the latest invoices received and submits to the Program Manager, which includes comparisons of planned vs. actual level of effort and burn rate; capability estimates based upon actuals and projects with established deliverable dates and milestones; and cumulative level of effort by month, year, and total capability.
  • Design, evaluate, recommend, and approve changes of forms and reports by collaborating with personnel, Operating Units, organizational leadership, and program/project team members to ensure successful functioning of implemented systems or procedures.
  • Creating, planning, managing, and executing effective programs and projects deployed across DOC and implementing IT products, solutions, and services with a special emphasis on analyzing and developing long-range acquisition strategies for current and future fiscal years, leading efforts, and coordinating with other OCIO acquisition personnel.
  • Leading and coordinating projects, programs, and tasks across the DOC organization, communicating and collaborating with bureau customers and stakeholders. Monitors and analyzes periodic updates to Cost Trend Analysis reports for assigned contracts.
This Job Opportunity Announcement may be used to fill other Management and Program Analyst GS-0343-14, FPL 14 (or equivalent pay band) positions within the Department of Commerce in the same geographical location or local commuting area with the same qualifications and specialized experience.

Qualifications

Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify at the GS-14 level you must meet the following:

SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-13 in the Federal service. Specialized experience is defined as:

- Managing IT investment portfolios to evaluate cost-benefit analysis and ensure return-on-investment; And
- Conducting, reporting, and managing IT programs and projects to ensure compliance; And
- Assessing policy needs and developing policies to govern and improve IT activities; And
- Leading staff, including planning, directing, reviewing, and monitoring.

Office of the Secretary

The Office of the Secretary is the general management arm of the department and provides the principal support to the Secretary in formulating policy and in providing advice to the President. It provides program leadership for the department's functions and exercises general supervision over the operating units.

It also directly carries out program functions as may be assigned by the Secretary and provides - as determined to be more economical or efficient - administrative and other support services for designated operating units.
