As a Grants Management Specialist, you will:

  • Assist in the analysis of the implementation and administration of financial assistance programs.
  • Analyze applications, provide advice and funding recommendations for the development and preparation of complex grants, specifically for a broad range of projects as well as a wide variety of applicants-including state and local governments, government sponsored authorities and corporations, and joint ventures.
  • Provide direction and guidance to the Department and assigned grant recipients, sub-recipients, and other stakeholders on matters related to grant management to ensure efficient administration, cash management, internal controls, and prevention of waste, fraud, and abuse.
  • Carry out delegated administrative aspects of grant making and cooperative agreement making.
  • Evaluate recipients' disbursement requests and provide feedback to senior specialists on recommendations for approval or disapproval, using fact-finding and analytical techniques and methods used to gather, evaluate, and summarize information and draw conclusions.

The Ideal Candidate is a motivated self-reliant professional with primary responsibility in the areas of policy for the administration of grants. The
ideal candidate may be required to take a lead status on various tasks within an activity, and take initiative to design and explain innovative methods for accomplishing data collections and analyzing information.

CONDITIONS OF EMPLOYMENT:

  • SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.
  • GOVERNMENT TRAVEL CARD: This position involves travel.  A government contractor-issued travel card will be issued and must be retained for official business only.
  • PROBATIONARY PERIOD: Applicants may be required to successfully complete a one-year probationary period (unless already completed).
  • BACKGROUND INVESTIGATION: You will be required to complete a background/security investigation and meet preliminary requirements prior to onboarding.

Qualifications

To meet the minimum qualifications for this position, you must (1) meet the Education Requirement for the series, (2) provide a copy of transcripts for verification, AND (3) meet either the education or experience qualifications for the grade at which you are requesting consideration.

To qualify for the GS-11 on Experience, you must have at least one year of experience equal or equivalent to the GS-09 it must include: 

  • Experience applying grant analysis principles and program requirements to evaluate, assess, and make recommendations related to the review of grant proposals.

To qualify for the GS-11 on Education alone, you must have:
3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.
You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application.

To qualify for the Grade 12, you must have at least one year of experience equal or equivalent to the GS-11 it must include:

  • Experience applying automated grant management and budgetary systems to resolve issues, develop and analyze reports, manage grant resources and develop recommendations for systems and/or business process changes.


To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:

  • Experience applying automated grant management and budgetary systems to resolve issues, develop and analyze reports, manage grant resources and develop recommendations for systems and/or business process changes.
  • Experience in preparing and applying federal financial assistance (grant and cooperative agreement) legislation, regulations, policies, and processes to organization-wide policy and guidance.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Technical Competence- Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues.
  • Oral and Written Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Writes in a clear, concise, organized, and convincing manner for the intended audience.
  • Grants Management - Knowledge of requirements, practices, and procedures for soliciting, receiving, reviewing, and processing proposals, and awarding and administering grants and agreements.
  • Grants Management Laws, Regulations, and Guidelines - Knowledge of principles, laws, regulations, policies, practices, and guidelines (for example, Executive Orders, Code of Federal Regulations, OMB circulars) of grant or agreement programs, including their order of precedence.
