Duties

Help

  • Plans, coordinates, evaluates, and recommends for approval all 302 Air lift Wing requests for new construction, renovation, maintenance, and improvements of real property facilities including HVAC, Electrical and Utility systems.
  • Coordinates projects with engineers, architects, and staff in a variety of disciplines and/or working groups.
  • Works with organizational managers, budget personnel, and engineering/architectural authorities to develop and gain approval for proposed facility programs/projects.
  • Assures that plans are complete, comprehensive, and meet user and code requirements by implementing and evaluating programs to manage safety risks, fire safety risks, and facility response to emergencies as well as to manage risks to personnel and property.

  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
  • Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
  • A Secret Clearance is a condition for employment. The employee will be required to maintain a Secret security clearance.
  • Serves "on call" and may be required to be available after duty hours when problems arise. The incumbent is subject to call seven days a week, 24 hours a day.

  • This position has been locally or command designated as Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue
  • uninterrupted after the occurrence of an emergency and continued through full resumption of all functions, IAW, DoDI 3020-42,
  • Defense Continuity Programs. Mission Essential personnel may be required to report for duty at normal times when the base is closed or delayed reporting, and remain on duty during phased or early release.
  • A pre-employment physical may be required

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Technical and Medical Support Positions

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-10, or equivalent in other pay systems. Examples of specialized experience includes experience in a wide range of rules or operations for projects involving specialized or complicated procedures requiring substantial training or experience in methods and practices of drafting techniques sufficient to produce engineering drawings involving original, novel, and/or complex designs; knowledge of interpreting drawings, plans and specifications and take action or make recommendations based on preliminary data interpretation or analysis; knowledge of automated systems to create and maintain technical drawings, schematics, project plans, reports, and building/equipment inventory records; knowledge of standard mathematical formulas to make computations; identify and correct deficiencies; and prepare and present reports and documentation requiring a high degree of precision and using a variety of projection techniques to portray unusual or complex designs; knowledge of fire protection and electrical codes and standards, fire protection concepts, containment and smoke removal, automatic sprinkler systems, water supply sources, fire evacuation and shelter operations.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-10 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. General and practical knowledge of engineering concepts, methods, principles, practices, and techniques; familiarity with engineering disciplines (mechanical, electrical, structural, utilities, etc.).
2. Knowledge of program planning and budgeting cycles, financial control, and budget systems; work classifications and the regulatory and statutory restrictions on the expenditures of appropriated and nonappropriated funds; automated data processing system capabilities and economic usage to effectively accomplish assigned functions.
3. Knowledge of standard contracting, security, and safety regulations, practices, and procedures specific to Air Force organizations.
4. Knowledge of analytical and diagnostic methods, procedures, and principles and surveying methods, equipment, and techniques of measurements to identify project requirements and deficiencies.
5. Ability to plan and record site/facility surveys and inspections.
6. Ability to research, analyze, interpret, and apply rules, regulations, and procedures in a variety of situations and recommend timely and economical solutions.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
