Duties

Help

  1. The incumbent works directly with peers, senior leaders, MAJCOM, and other external agency representatives to ensure stand-alone educational research systems are operated and maintained in a secure manner; works directly with mission system partners in the application of IT security configurations and controls; and leads investigations of IT security-related events to determine mission impact and short and long-term corrective actions.
  2. Oversee the day-to-day tasks according to the configuration management plan. Reviews requirements, acquisitions, and associated justifications for technical, political, and practical feasibility.
  3. Performs in-depth systems risk analysis and security assessments of C4I systems and capabilities to assist sites in developing architectures, programming plans, and migration strategies to meet AF and AFIT CIO goals.
  4. Develops policy, guidance and required plans for the introduction of new information technology standards, hardware, and software into the AFIT educational research enclave.

  • A waiver of this six-month requirement may be granted per DoD 8140. Failure to receive the proper IA certification may result in removal from this position.
  • Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period.
  • Upon completion of your probationary/trial period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Experience that demonstrated accomplishment of computer project assignments that required a wide range of knowledge of computer requirements and techniques pertinent to the position to be filled. This knowledge is generally demonstrated by assignments where the applicant analyzed a number of alternative approaches in the process of advising management concerning major aspects of ADP system design, such as what system interrelationships must be considered, or what operating mode, system software, and/or equipment configuration is most appropriate for a given project.

SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes: Experience serving as a technical authority for Information Assurance (IA) and cybersecurity, executing DoD and Intelligence Community Authorization and Accreditation (A&A) processes; conducting in-depth system risk analysis and security assessments for C4I systems; overseeing configuration management systems and configuration control boards; and developing strategic policies for the integration of new IT technologies while advising senior organizational leaders.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Expert knowledge of IT systems analysis and applications software concepts, functions, techniques, and capabilities sufficient to evaluate new and emerging IT security methods and principles, the feasibility of proposed new systems and applications software projects; and to design, write, test, debug, and maintain information systems and applications software and ensure successful integration with existing and anticipated infrastructure in the database environment.

2. Expert knowledge and expertise concerning the baseline Cybersecurity controls for Air Force Information Systems (IS's) specified within the Committee on National Security Systems (CNSS) Instruction (CNSSI 1253, based upon Security Categorization of the system.
3. Expert knowledge and skill to apply specific implementation guidance, as provided by the National Institute of Standards and Technology (NIST) Special Publications (SP) 800-53, Air Force Enterprise Mission Assurance Support System (eMASS) security control questions derived from the Risk Management Framework (RMF) for DoD IT Knowledge Service website.
4. Expert knowledge and skill to direct communications teams on technical and installation matters, to include providing cost analysis, material lists, and installation plans.
5. Extensive knowledge of baseline security controls within eMASS Rev 5. These security controls include, but are not limited to, conducting initial and periodic analysis and secure configuration of any Commercial Off-The-Shelf (COTS) and/or Non-Developmental Items (NDI) to ensure these are appropriately configured, software/hardware/firmware is controlled, and any unique risks posed are mitigated. To accomplish this, knowledge of all Defense Information Systems Agency (DISA) Security Technical Implementation Guides (STIG's) and Security Requirement Guides (SRG's) applicable to any system Information Assurance (IA)-enabled components.
6. Extensive knowledge and skill to review and develop comments on contracts and published communications project packages.
7. Knowledge of project management principles, processes, and regulatory guidelines and mandates. Knowledge and skill to implement computer, communications, and cable requirements, and determine project components, to include site survey, support requirements, materials, acquisition, and installation.
8. Expert knowledge of the latest C&I/Cyber capabilities, and the initiative and independence to serve as a project leader, and the writing and speaking skills to prepare acquisition documents, write technical specifications, and present proposals and findings when recommending solutions to C&I/Cyber system problems. Must also have the ability to interpret engineering and architectural designs for C&I/Cyber facilities and infrastructures.
9. Ability to analyze complexities of existing C&I/Cyber technologies and infrastructures/systems, review/revise/develop policy, initiate plans for enhancements, and provide management sufficient technical and cost analysis data and options, through written documentation and oral briefings, to render informed judgments.
10. Ability to communicate effectively, both orally and in writing.
11. Mastery of C&I/Cyber planning, user organization operations, and contracting procedures.
