Duties

Help

  • Assists with the oversight of comprehensive logistics planning and support for a broad system, program, or functional area.
  • Perform life cycle logistics functions for the acquisition of EW systems/capabilities from concept and design through research and development, production, transfer, and disposal.
  • Manage acquisition logistics support during pre-production phases by monitoring changes in test schedules, material acquisition, support equipment availability, and maintenance manpower.
  • Assists with oversight of space utilization and warehousing actions for all storage locations, including open and covered storage, whether organizationally owned or leased.
  • Researches, interprets, analyzes and applies appropriate laws, guidelines, and regulations pertaining to supply and acquisition logistics tasks.

  • This is an acquisition coded position. Selectee must complete required certification level 3-Advanced in L-Life Cycle Logistics within 24 months of assignment.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions .

EDUCATION: Applicants must have a 4 year course of study leading to a Bachelor's degree

OR

EXPERIENCE
: Applicants must have at least 3 years of general experience, 1 year of which was equivalent to at least GS-4 level, pay band (NH-1), or equivalent in the Federal Service, that demonstrates the ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions; plan and organize work; and communicate effectively orally and in writing. Such experience may have been gained in administrative, professional, technical, investigative, or other responsible work.

OR

COMBINATION OF EDUCATION AND EXPERIENCE: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements

IDEAL CANDIDATE:

3 years of quality assurance and oversite and property management
2 years of experience in comprehensive warehouse management and space utilization planning desired.
2 years of experience managing specialized inventory (ADPE, CA/CRL/SPRAM) using tools like TCMAX or CMMS desired.
2 years of experience in warehouse asset maintenance planning and lifecycle management desired.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  1. Broad knowledge of the theories and principles of Logistics Management, Integrated Logistics Systems (ILS) and/or Strategic planning, execution, management and sustainment actions as they relate to Developmental Test and Evaluation.
  2. Strong ability to read, interpret, and apply applicable reference material, such as supply regulations, manuals, test program requirements and work methods.
  3. Expert knowledge and ability to identify problems and develop innovative solutions.
  4. Knowledge of and ability to research and apply procedures, requirements, regulations, and policies related to specialized expertise in the work of the unit (such as engineering, accounting, supply, maintenance, etc.),including the ability to maintain credibility with others on technical matters.
  5. Knowledge of laws, regulations, policies and precedents affecting logistics.
  6. Knowledge of major issues, program goals, work operations and managerial channels of organizations involved in logistics programs.
  7. Knowledge of the logistics support needs of DT&E and ACTD programs, systems, equipment and components pertaining to assignments.
  8. Knowledge of the administrative processes and documentation requirements of logistics activities and programs.
  9. Knowledge of regulations and practices pertaining to programming and budgeting for Logistics functions.
  10. Extensive experience in preparing reports, organizing and giving briefings, conducting detailed analyses of complex logistics or maintenance functions and/or work processes.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
